About this opportunity

The United States Holocaust Memorial Museum has published a Special Notice announcing their intent to award a sole source contract to Historical Arts and Casting for cast and fabricated custom aluminum and iron fixed replacement bollards. This is not a request for quotes but rather a formal notification of the Museum's intention to negotiate directly with this specific contractor. The contract involves providing replacement bollards made from 356 alloy aluminum casting, Class 30 gray cast iron meeting ASTM A48 standards, and #304 stainless steel, with freight delivery to Bowie, Maryland. The estimated contract value is $125,000 but may be adjusted based on per unit costs and quantity discounts, with a maximum ceiling of $250,000. The bollard quantity will range from 15-32 units depending on available funding.

The purpose of this sole source approach is justified by Historical Arts and Casting's unique qualification as the original fabricator of the bollards who still possesses the original castings in their facility. The Special Notice provides an opportunity for other contractors to challenge this sole source determination by demonstrating similar capabilities and skillsets before the July 31, 2025 deadline. Any contractor believing they can perform the required services must contact James E. Wesley, II via email at jwesley@ushmm.org by the specified due date. This notification process allows the government to ensure market competition while recognizing the practical advantages of working with the original manufacturer who has the existing molds and technical specifications. The work falls under NAICS code 33299 for All Other Fabricated Metal Product Manufacturing, indicating the specialized nature of the custom metalwork required.
