About this opportunity

The National Transportation Safety Board (NTSB) has issued a Special Notice for the Cockpit Access Security System (CASS) through its Special Operations Division. The notice indicates the NTSB's intent to issue a sole source award to Collins Aerospace for managing the NTSB Jumpseat program. Collins Aerospace currently provides the CASS system for all major U.S. carriers, a mandate that emerged following the events of 9/11. The system is designed to verify and vet individuals requesting jumpseat access, ensuring only authorized personnel such as flight crew, NTSB investigators, and safety study personnel can access cockpit areas. The procurement falls under FAR 13.106-1(b)(1), which allows solicitation from a single source.

The Special Notice outlines a procurement opportunity with a performance period of one twelve-month base period and three twelve-month option periods in the Aircraft Manufacturing sector (NAICS 336411). Collins Aerospace is positioned as the exclusive provider of the CASS system, with no alternative databases available in the airline industry or for U.S. government agencies to verify jumpseat access. Potential contractors have seven calendar days from the publication date to submit written notification to the Contracting Officer, with information not exceeding three pages, which can be emailed to Lisa Jackson at lisa.jackson@ntsb.gov. The notice emphasizes that this is not a competitive solicitation, and no request for proposal or quotation is being issued. Interested firms may provide notification, but the government retains sole discretion in deciding whether to compete the proposed procurement. The primary objective is to provide the NTSB with direct, 24/7 access to improve real-time management and control of jumpseat access.

Notice text

THIS IS NOT A REQUEST FOR PROPOSAL, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS.  FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.

The National Transportation Safety Board (NTSB) Special Operations Division (MD-5) has a requirement for Cockpit Access Security System (CASS) for the NTSB Jumpseat program.

In order to satisfy this requirement, the NTSB intends to issue a sole source award to Collins Aerospace.  Currently Collins Aersospace is used by all major U.S carriers to verify authorized jumpseat riders.  Following the events of 9/11, the CASS system was mandated, and Collins Aerospace was selected to manage these services for all U.S. carriers.   The Period of Performance is to include one (1) twelve-month base period and three (4) twelve-month option periods. This procurement is being conducted in accordance with FAR 13.106-1(b)(1) – Soliciting from a single source.

The NAICS code for this procurement is 336411 – Aerospace Product and Parts Manufacturing.

Collins Aerospace is the sole provider of the CASS (Cockpit Access Security System) for U.S. airlines and authorized U.S. government agencies, including the NTSB and FAA. There are no alternative databases available within the airline industry or for U.S. government agencies to verify and vet individuals requesting jumpseat access. CASS is the exclusive system used to manage and verify authorized cockpit riders, ensuring that only those with proper clearance—such as flight crew, NTSB investigators, and safety study personnel—are granted access. This centralized system is critical for maintaining security and compliance, and any changes or enhancements to the system, such as providing the NTSB with direct, 24/7 access, would significantly improve the agency's ability to manage and control jumpseat access in real time.

This notice of intent is not a request for competitive quotes.  No solicitation document is available and telephone requests will not be accepted.  However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within seven calendar days from the date of publication of this synopsis.  Information, not to exceed three (3) pages, can be sent via e-mail to Lisa Jackson, at lisa.jackson@ntsb.gov.  The Government decision not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
