The solicitation, issued under Simplified Acquisition Procedures, indicates an intent to award a non-competitive contract to Marvel Aero International Inc. in accordance with FAR 6.302-5(b)(7) for a device that performs advanced battery support functions including fast charge, slow charge, discharge, analysis, reconditioning, and maintenance charging. The evaluation criteria will focus on whether alternative sources can provide clear and convincing evidence that competition would be advantageous to the Air Force. Interested parties must submit their responses to A1C Mehran Amini Tehrani by 5:00 pm Eastern Time on March 14, 2025. The government retains sole discretion in determining whether to conduct a competitive procurement based on submitted responses.

The place of performance is Langley AFB in Virginia, where the Air Force requires these units to perform charge and discharge testing of F-22 aircraft batteries. While no specific award value is disclosed, the procurement involves acquiring two CASP 2500H units that expand upon the capabilities of the existing CASP 2000 system. The contract aims to address current equipment limitations and testing backlogs for the 1st Fighter Wing at Joint Base Langley-Eustis.
