About this file
The document contains a Statement of Requirements for the CASP 2500 battery charger/analyzer issued by the 1st Fighter Wing at Joint Base Langley-Eustis. The Air Force requires additional CASP 2500 units to perform charge and discharge testing of F-22 aircraft batteries, addressing a current backlog and equipment limitation. The related federal contract opportunity is a sole-source solicitation (Solicitation Number: FA480025QA045) intended to award a non-competitive contract to Marvel Aero International Inc. for the CASP 2500H Charger Analyzer.
Key details include the solicitation being issued under Simplified Acquisition Procedures with a NAICS code of 335999 and a small business size standard of 600 employees. The Air Force will accept alternative source submissions until 5:00 pm Eastern Time on 14 March 2025, with interested parties required to submit evidence of competitive advantage to A1C Mehran Amini Tehrani. The contract supports the 27th Fighter Generation Squadron's aircraft maintenance operations, specifically focusing on battery testing and maintenance capabilities that expand upon the existing CASP 2000 functionality.

MEMORANDUM FOR RECORD
FROM: 27 FGS/MXAAF
SUBJECT: CASP 2500 STATEMENT OF REQUIREMENTS
1. The purpose of this letter is to explain the requirements behind the purchase of new CASP 2500 units. The purchase is to provide the unit with the capability to perform charge and discharge of aircraft batteries. These items are necessary due to the backlog of F-22 aircraft batteries that are overdue and require a 30 day battery test that utilize the CASP 2500. Currently our unit has two that are at the manufacturer but with the amount of batteries that need to be tested we are hampered when it comes to aircraft ability.
2. See attached file with requirements for the CASP 2500.

Main Aircraft Battery Overfly AR Instructions Rev B 10 June 2024
WARNING:
IF AT ANY POINT, ENGINEERING DISPOSITION DECLARES THE BATTERY STATUS FAILED, THE BATTERY
WILL HAVE A DR SUBMITTED AGAINST IT IN JDRS AND SHIPPED TO THE REPAIR FACILITY WITH A DD
FROM 1577-1 (RED TAG) AFFIXED DOCUMENTING DATE AND TIME OF THE AR RESPONSE IDENTIFYING
THE FAILED CONDITION.
1. Remove the battery from the aircraft IAW TOD if not already removed and in TNB/FOM
IF A FAULT IS DISPLAYED ON THE CASP 2000/2500 DURING THE CHARGE OPERATION, REINITIATE THE
CHARGE SEQUENCE. IF FAULT PERSISTS, TROUBLESHOOT PER 8D2-61-2. AN INCOMPLETE OR
FAULTED CHARGE MAY RESULT IN A DISCHARGE TIME FAILURE.
2. Connect battery to the CASP 2000/2500 and fully Charge battery IAW 8D2-61-2 Chapter 5 (if using the CASP 2000), Table 5-2 or Chapter 6 (if using the 2500), Table 6-2. Affix a DD From 1756
(Blue Tag) to battery while in test phase awaiting AR Response.
DOCUMENTING DISCHARGE TIME FROM CASP IS REQUIRED FOR AR SUBMISSION. IF THE DISCHARGE
TIME DISPLAYED ON THE CASP AFTER STEP 3 IS LOST OR CLEARED, STEPS 1 AND 2 WILL BE REPEATED
BEFORE PROCEEDING.
3. Using best shop practices, measure the battery case temperature and retain this measurement for AR inclusion.
WARNING:
IF BATTERY CASE TEMP IS GREATER THAN 100 DEG FAHRENHEIT, DO NOT PROCEED AND SUBMIT AN
AR FOR ENGINEERING GUIDANCE.
4. Discharge battery IAW 8D2-61-2 Chapter 5 (if using the CASP 2000), Table 5-3 or Chapter 6 (if using the 2500), Table 6-3.
NOTE:
A FULLY CHARGED, HEALTHY BATTERY WILL TAKE LONGER THAN 8 HOURS TO DISCHARGE.
THE 30 DAY OVERFLY EXTENSION PERIOD BEGINS ON THE DATE/TIME OF THE MOST RECENT PASSING
DISCHARGE CYCLE TEST AS NOTED IN THE SUBMITTED INFO ONLY AR.
5. Using best shop practices, measure the battery case temperature and retain this measurement
IF THE DISCHARGE TIME IS LESS THAN 8 HOURS, 1 NEW CHARGE AND DISCHARGE CYCLE CAN BE
PERFORMED IN AN ATTEMPT TO RECOVER THE BATTERY. IF SECOND DISCHARGE CYCLE IS AGAIN, LESS
THAN 8 HOURS, SUBMIT ROUTINE AR AGAINST THE BATTERY PN AND SN, DOCUMENTING THE
DISCHARGE TIME(S) DISPLAYED ON THE CASP 2000/2500, THE NUMBER OF CHARGE/DISCHARGE
CYCLES, DATE OF DISCHARGE EVENT AND THE MODEL AND SN OF THE CASP USED ON THE BATTERY, AND THE BATTERY CASE TEMPERATURE READINGS AND AWAIT ENGINEERING DISPOSITION.
ENGINEERING WILL ANALYZE DATA PROVIDED IN THE AR. IF THE BATTERY IS DETERMINED TO BE
FAILED BASED ON THAT REVIEW, DESPITE IT PASSING THE 8 HOUR DISCHARGE TIME LIMIT, THE
INFO ONLY AR WILL BE UPGRADED TO A ROUTINE AR AND ENGINEERING WILL PROVIDE
DISPOSITION RECOMMENDATION FOR THAT BATTERY SN.
IF THE BATTERY IS NOT TO BE USED WITHIN THE SAME DAY AS SUCCESSFUL TESTING, BATTERY
MUST BE STORED AS A READY-FOR-USE AS DEFINED IN AR 23-LM-0011 WITH A DD FORM 1574
(YELLOW SERVICEABLE TAG) ANNOTATING THE DATE TIME OF THE LAST PASSING TEST.
6. Fully recharge the battery IAW 8D2-61-2 Chapter 5 (if using the CASP 2000), Table 5-2 or Chapter
6 (if using the 2500), Table 6-2.
7. Using best shop practices, measure the battery case temperature and retain this measurement
WARNING:
8. Submit an INFO ONLY AR against the battery PN and SN, documenting the discharge time(s) displayed on the CASP 2000/2500, the number of charge/discharge cycles, date of discharge event and the Model and SN of the CASP used on the battery, and the battery case temperature.
IF THE DISCHARGE TIME TOOK LONGER THAN 8 HOURS, AND NONE OF THE BATTERY CASE
TEMPERATURE READINGS WERE OVER 100 DEGREES FAHRENHEIT, THE PRELIMINARY ASSESSMENT OF
THE BATTERY IS ASSUMED GOOD, SUBMIT AN INFO ONLY AR AGAINST THE BATTERY PN AND SN, DOCUMENTING THE DISCHARGE TIME(S) DISPLAYED ON THE CASP 2000/2500, THE NUMBER OF
CHARGE/DISCHARGE CYCLES (IF APPLICABLE), DATE OF DISCHARGE EVENT, THE MODEL AND SN OF
THE CASP USED ON THE BATTERY, AND THE CASE TEMPERATURES READINGS. PROCEED WITH THE
FOLLOWING STEPS, AWAITING AR RESPONSE IS NOT REQUIRED.
9. Install battery IAW TOD.
10. Perform EPS check IAW TOD.
