The Norfolk Naval Shipyard (NNSY), Contracting Department, Services Division intends to negotiate an Indefinite Delivery, Indefinite Quantity Contract on an unrestricted basis utilizing Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation in support of the NNSY Naval Nuclear Propulsion Program (NNPP) Nuclear Support Facilities Planning Yard (NSFPY) requirement for contractor services for the transportation, maintenance, and repair of Government-owned Type A Shipping Container (Model CNS 14-195H) and Type B Shielded Shipping Containers (Model CNS 10-160B). Contractor shall be properly licensed by the Nuclear Regulatory Commission (NRC) and required services shall be provided in accordance with rules and regulations promulgated by the NRC, the Environmental Protection Agency (EPA), Department of Transportation (DOT), American National Standards Institute (ANSI), American Society for Nondestructive Testing (ASNT), the appropriate agreement state(s), and other governing regulations, as applicable. In addition, this requirement includes assembly of Low Pressure Resin Catch Tanks (LPRCT) into Government-owned containers, rental of trailers for shipping container/LPRCT shipments, and storage of up to six Government-owned shipping containers and transport trailers. Detailed specifications shall be set forth within the written solicitation.

The period of performance for the resulting contract will be for one (1) twelve-month base period and four (4) twelve-month option periods including FAR 52.217-8 Option to Extend Services.


The North American Industry Classification System (NAICS) code for this acquisition is 484230, Specialized Freight (except used Goods) Trucking, Long-Distance, with a small business standard of $27.5 million. Requests for proposal will be available for download on 19 October 2018 at the following website: https://www.fbo.gov under solicitation number N42158-18-R-E002. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website. This office no longer issues hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of active registration in the SAM database will make a vendor ineligible for award.
