SECTION II
Statement of Work
1. Introduction/Overview
The Internal Revenue Service (IRS) administers America’s tax laws and collects the revenues that fund most government operations and public services. Each year, IRS employees make hundreds of millions of contacts with American taxpayers and businesses. The IRS and its employees represent the face of government to more U.S. citizens than any other agency.
The IRS provides service to millions of taxpayers to help them understand and meet their tax obligations. Service and enforcement are equally important priorities for the IRS. The IRS is committed both to providing excellent service to taxpayers and enforcing America’s tax laws in a balanced manner.
To support the vision of becoming a World Class IT Organization, IRS is pursuing new and advanced ways of purchasing infrastructure and infrastructure services. This vision includes focusing more on operational expenses and “as a service” model instead of the traditional capex/annual maintenance model.
2. Background
The Internal Revenue Service (IRS), Large Business and International Division (LB&I), Research, Applied Analytics & Statistics (RAAS), and auditors in the Office of the Chief Financial Officer use CaseWare IDEA to allow IRS CAS Auditors to quickly analyze taxpayer books and records. IDEA allows Computer Audit Specialists (CAS) the ability to acquire taxpayer data, perform analysis on the taxpayer data, improving audit integrity. CAS uses the software to import and to analyze different formats of taxpayer data and creates a big picture to allow auditors to examine taxpayer data.
3. Scope and Objective
The scope includes purchasing CaseWare Idea licenses, Maintenance, and Customer Support, on a non-restrictive basis, all software license keys, and documentation as specified herein.
The goal of this will be to deliver existing and potential new IDEA capabilities through new updated software to the IRS business units.
