About this opportunity
The Department of Education's Contracts and Acquisition Management division is conducting market research for the Case & Activity Management System (CAMS) Technical Support Services contract to support the Office for Civil Rights. This sources sought notice seeks contractors capable of providing comprehensive technical support for CAMS, which includes three primary components: Case Management System (CMS), Activity Management System (AMS), and OpenText eDOCS Document Management with Record Management function. The contractor will be responsible for maintaining 99.999% system availability, ensuring Section 508 accessibility compliance, implementing cybersecurity measures, managing federal records requirements, and providing Tier 2/3 help desk support for up to 250 requests or 200 labor hours. Key technical requirements include software patches, system upgrades, security enhancements, and continuous operation within the Department's FedRAMP-approved environment. This pre-solicitation notice was posted on June 23, 2025, with responses due by July 8, 2025, and serves solely for market research purposes rather than as a formal request for proposals.
This opportunity is designated as a Total Small Business set-aside under NAICS code 541519 (Other Computer Related Services). The contract structure includes a base period from October 6, 2025, to October 5, 2026, with one option year extending through October 5, 2027. The Performance Work Statement indicates that the OpenText eDOCs DM/RM System requirement was previously fulfilled under a different contract, suggesting there may be an incumbent contractor with relevant experience. The government is specifically seeking to determine contractor capabilities, the size and status of potential sources, and the level of competition available in the marketplace. The system supports the Office for Civil Rights' operations and must maintain continuous availability while complying with federal regulations and accessibility standards throughout the contract performance period.
