This Special Notice announces the Naval Research Laboratory's intent to enter into a sole source contract renewal with the American Chemical Society for access to CAS SciFinder Discovery Platform content. The NRL seeks to renew its annual subscription to licensed content and files uploaded to the NRL TOPREDO platform from ACS, the copyright holder.
The Notice specifies that the contractor shall provide NRL cumulative access to subscribed content and quarterly reports detailing all titles, URLs, and status comments. Additionally, the contractor will supply customized usage statistics and denial of service reports upon request and provide an updated annual title-level price list each September. Interested parties have 15 days from the publication date to notify the Contracting Officer of their ability to meet requirements, though the Government retains sole discretion to determine if competition is warranted. This Special Notice was prepared in accordance with FAR Subpart 5.2 to announce the Navy's intent to enter a sole source contract renewal for specialized database access and services.

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with American Chemical Society in accordance with FAR 6.302-1 for the award of CAS SciFinder Discovery Platform Subscription. This is the renewal of annual subscription to which American Chemical Society holds the copyright to the information. These are intellectual property rights which can only be provided by American Chemical Society.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
