About this opportunity

The U.S. Customs and Border Protection (CBP) agency is conducting market research for the Carrizo Cane Eradication project, seeking contractors to develop and execute a comprehensive strategy to remove the invasive Carrizo cane plant from designated areas along the Southwest Border while restoring native species. The primary objective is to implement a holistic, long-term eradication approach that simultaneously enhances border enforcement operations, complies with environmental regulations, meets stakeholder requirements, and preserves the structural integrity of affected land and border infrastructure. Key contract requirements include conducting aerial mapping and site preparation, implementing mechanical cutting and chemical treatment for both river edge and inland zones, removing roots, reseeding native vegetation, and providing ongoing monitoring and maintenance activities. The evaluation criteria will focus on the contractor's technical approach, past performance on similar projects, and cost-effectiveness of the proposed solution. Responses to the market research questions form and Rough Order of Magnitude (ROM) pricing form are due by December 31, 2025, and must be submitted via email to donna.r.mcmullen@cbp.dhs.gov; this pre-solicitation notice replaces a previous Sources Sought posting, so prior respondents need not resubmit.

There is no set-aside designation associated with this procurement opportunity. No incumbent contractor or award value information is provided in the pre-solicitation materials. The project is structured as a 12-month base performance period with an optional 12-month extension, representing a multi-year effort to achieve comprehensive Carrizo cane eradication across multiple Southwest Border locations including the Rio Grande Valley, Laredo, and Del Rio areas in Texas. The scope encompasses three primary tasks covering aerial mapping and site preparation, 25-foot buffer and river's edge treatment, and 25-foot inland zone restoration, with a target goal of achieving at least 80% ground cover of native vegetation in treated areas. Contractors must demonstrate proficiency with mechanical, chemical, and potentially biological eradication methods, possess staff with appropriate credentials, provide labor rate information, and clearly identify any teaming or subcontracting arrangements necessary for project execution.
