About this file

This is a Rough Order of Magnitude (ROM) document for Carrizo Cane Eradication issued by U.S. Customs and Border Protection (CBP) with a response deadline of December 31, 2025 at 5pm ET. The document outlines a comprehensive three-task eradication strategy for invasive Carrizo Cane along the Southwest Border, requiring vendors to provide pricing estimates for: 1) Aerial Mapping & Site Preparation, 2) 25-Foot Buffer & River's Edge Treatment, and 3) 25-Foot Inland Zone Restoration. The detailed tasks include aerial mapping, mechanical cutting, herbicide treatment, root removal, native species reseeding, monitoring, and maintenance, with specific techniques like shallow root plowing, windrow creation, drone herbicide application, and careful preservation of native vegetation.

Vendors must submit ROM pricing via email to donna.r.mcmullen@cbp.dhs.gov, covering comprehensive eradication services that align with border enforcement priorities, environmental regulations, and infrastructure protection. The project aims to develop a holistic long-term strategy to remove Carrizo Cane and replace it with native species, with a specific focus on maintaining ecological balance while supporting border security objectives. The solicitation is currently in pre-solicitation stage, representing a market research effort by the Department of Homeland Security's Customs and Border Protection agency to identify potential contractors for this specialized environmental management project.
