About this opportunity
The Naval Sea Systems Command intends to post a solicitation in July 2020 seeking proposals for a multiple award IDIQ contract to provide Carrier Engineering Maintenance Assist Team and Surface Ships Engineering Maintenance Assist Team services. The contract will utilize labor hours, level of effort, cost plus fixed fee, firm fixed price, and cost contract line items over a five year ordering period. Services will include professional maintenance support and deck plate training for shipboard equipment operators and technicians, primarily in Norfolk, Newport News, Portsmouth, San Diego, Bremerton, Everett, and Yokosuka. Interested offerors should submit a completed DD Form 2345 by July 19, 2021 to receive any FOUO data related to this pre-solicitation notice.
The solicitation is anticipated to be full and open competition under PSC code 1905. There is no set-aside designation. Services will support maintenance and training for shipboard equipment operators and technicians aboard U.S. Navy vessels worldwide over the five year ordering period. This is a synopsis announcement in accordance with FAR 5.201 in anticipation of a future solicitation posting. The Naval Sea Systems Command (NAVSEA) is preparing a solicitation for the procurement of professional systems/equipment maintenance that supports both repairs and deck-plate maintenance training (Find, Fix, and Train) for Ship’s Force equipment operators and maintenance technicians. It is expected that the labor force for this contract will be performing onboard U.S. Navy vessels located around the world. Major locations include Norfolk, VA; Newport News, VA; Portsmouth, VA; San Diego, CA; Bremerton, WA; Everett, WA; and Yokosuka, Japan. This list of locations is not all-inclusive and there may be work requirements in other locations.
NAVSEA intends to solicit this subject requirement as a full and open competition. An Indefinite Delivery / Indefinite Quantity (IDIQ) contract that utilizes labor hours, Level of Effort (LOE), and Cost Plus Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), and Cost CLINs for a five year ordering period is anticipated.
This synopsis builds upon the industry day posting under N00024-19-R-4304. The industry day synopsis was initially titled Carrier Engineering Maintenance Assist Team (CEMAT); however, the scope has now been expanded to include Surface Ships - Surface Engineering Maintenance Assist Team (SEMAT). It also modifies the PSC Code of J019 to 1905. The Contracting Officer is also updated.
It is anticipated that the solicitation will be available on http://beta.sam.gov in July of 2020. This notice of intent is not a request for competitive proposals. Please note that this synopsis is for informational purposes only and this notice is not to be construed as a commitment by the Government of any kind. No telephone inquiries will be accepted regarding this notice, and requests for solicitation packages will not be granted, as a solicitation has not been posted at this time.
To facilitate early potential offeror involvement, the Navy recommends that interested vendors complete a DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT, see blank sample attached) which must be signed by both a US and Canadian representative. A fully executed version is required to receive any FOUO data related to this upcoming solicitation. An existing DD Form 2345 that is not expired will also be accepted. Vendors must ensure that the data custodian of record is still valid along with an up to date email address, as that is the ONLY individual approved to receive any FOUO data.
Please send the DD Form 2345 copy to Ms. Sonya Diaz de Leon at sonya.diazdeleon@navy.mil. DD 2345s will be accepted until the date and time that proposals are due. Upon verification that the requestor is a bona fide U.S. Department of Defense (DoD) contractor familiar with the procedures to handle technical data packages that may include limited distribution information, the FOUO data associated with the solicitation may be distributed via DoD Safe or secure email once the solicitation has been posted to beta.sam.gov. Please attach the following information in your email request, along with the DD Form 2345: CAGE Code, Contracts/Business Vendor POC (if other than the data custodian), which include a current email address and phone number. All correspondence must be in writing to the Navy POC listed (Ms. Diaz de Leon).
