About this opportunity
The U.S. Fish and Wildlife Service (USFWS) is seeking a contractor to remove salmon carcasses at the Coleman National Fish Hatchery in Anderson, California, under NAICS code 311613 (Rendering and Meat Byproduct Processing). This Notice of Intent indicates the agency's intent to award a sole source, firm-fixed price contract to Sacramento Rendering Co., though the USFWS is inviting capability statements from other responsible sources to demonstrate whether competition would be advantageous to the government. The contractor must be located within reasonable commuting distance of the hatchery and capable of handling twice-weekly pickups during normal business hours (Monday through Friday, 7:00 a.m. to 4:30 p.m.), with availability for emergency or unscheduled pickups as needed. Evaluation will assess the contractor's technical approach, past performance within the past three years, and qualifications of key personnel, which must demonstrate at least five years of relevant experience. Capability statements must be submitted to Contracting Specialist Fred Riley at fred_riley@fws.gov by 2:00 p.m. EDT on November 14, 2025, with the subject line "Notice of Intent Capability Statement Submission - DOIFFBO260001."
The contract carries no small business set-aside designation, though small business concerns, including veteran-owned and HUBZone small businesses, are encouraged to submit proposals. Sacramento Rendering Co. is identified as the incumbent contractor for this sole source award. The statement of work anticipates removal of approximately 2,500 fish totaling 45,000 pounds during the spawning season from October 1, 2025, through May 31, 2026, with the hatchery providing forklift assistance to load carcasses into the contractor's transport vehicle. The carcasses are of poor quality and unsuitable for donation to Native American tribes or food banks, making them ideal for processing into fertilizer. Work is anticipated to begin upon receipt of the delivery/purchase order, though no specific contract value or budget range is disclosed in the notice. The USFWS retains sole discretion to determine whether to conduct a competitive procurement based on the responses received to this Notice of Intent.
