STATEMENT OF WORK for removal of Salmon Carcasses from Coleman National Fish Hatchery
1. GENERAL:
The U.S. Fish and Wildlife Service, Coleman National Fish Hatchery Complex, 24411Coleman Fish Hatchery Road 96007, has a requirement for disposing of salmon carcasses. Vendor must be within a reasonable commuting distance, have the capabilities to provide all labor, facilities, equipment, tools, materials, supervision and other items needed to provide fish carcass removal services for Coleman National Fish Hatchery.
2. SCOPE:
2.1 During the spawning season (i.e. October 01, 2025 through May 31, 2026), fish carcasses need to be removed from the hatchery. Carcasses are salmon which have expired before or during spawning operations. Carcasses are of poor quality and are not eligible to be donated to local Native American Indian tribes or food banks. Instead, carcasses would be ideally used for fertilizers.
2.2 The average removal load will contain approximately 2,500 fish. The removal weight for each load is approximately 45,000 pounds assuming the average weight of each fish is 18 pounds.
3. TASKS:
3.1 The hatchery will use a dumpster forklift to dump totes of full fish carcasses into the contractor’s transport vehicle. Empty totes are hatchery property and will remain on site for the hatchery to reuse.
4. PLACE AND PERIOD OF PERFORMANCE:
4.1 Place of performance will be:

4.2 Base Year: October 1, 2025 thru May 31, 2026 . During spawning season, removal is required twice per week;
however additional removal may be required depending on volume. If the Government requires an additional, unscheduled pickup the contractor will ne notified by the Technical POC. Upon notification contractor shall perform the unscheduled pickup with an agreed upon business day(s).
5. EVALUATION AND ACCEPTANCE:
5.1 Evaluation and Acceptance will be determined by the Technical Coordinator/hatchery manager. All maintenance and inspections performed on the boat, motor, and trailer of each airboat will be performed according to industry standards for commercial services for each boat, motor, and trailer.
5.2 Protection of Government Property during execution of the work, the Contractor shall take special care to protect Government property. In the event of accident, the Contractor shall return areas damaged as a result of work under this contract to their original condition, to include painting, refinishing, or replacement, if necessary.
6. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION
Hatchery staff will use a government forklift to load the fish onto the contractor’s vehicle.

8. AVAILABILITY:
8.1 Normal duty hours Monday thru Friday 7:00 a.m. - 4:30 p.m. In the event of emergencies, the contractor shall provide contact information.

8.2 Non-duty hours include week nights, weekends, and Government holidays (New Years Day, Memorial Day, President's day, Fourth of July, Thanksgiving, Columbus Day, Christmas).
8.3 Emergency/Miscellaneous maintenance functions may be required to be scheduled during non-duty hours due to the nature of the work or specific scheduling requirements. Emergency work is required when immediate action to correct or prevent loss or damage of Government property, or to eliminate hazards to personnel or equipment.
9. QUALITY CONTROL (QC):
