About this opportunity
The Department of Homeland Security Office of Procurement Operations intends to award a sole-source Blanket Purchase Agreement to Carahsoft Technology Corporation under the GSA Multiple Award Schedule, with award anticipated within 14 days of the October 20, 2026 posted date.
This is a sole-source procurement justified under GSAR 538.7104-3(b)(ii). Market research conducted December 2025 through April 2026 confirmed that the 70+ original equipment manufacturers represented in Carahsoft's portfolio do not sell directly to the government and rely exclusively on Carahsoft for distribution through its GSA MAS contract, making Carahsoft the only authorized master aggregator capable of delivering the required quality and scope.
The BPA covers DHS Headquarters and Components enterprise-wide and will provide commercial off-the-shelf software licenses, Software-as-a-Service subscriptions, maintenance, technical support, and limited professional services. The contract is firm-fixed price utilizing pre-negotiated GSA price lists.
The period of performance runs five years from July 1, 2026 through June 30, 2031, with a total estimated value of $2.657 billion ($423.66 million Year 1; $469.01 million Year 2; $501.16 million Year 3; $613.38 million Year 4; $650.19 million Year 5).
DHS expects this procurement will standardize software platforms across components, reduce procurement cycle times, obtain mandatory BPA-level GSA minimum discounts plus additional multi-vendor volume-based discounts, and enhance enterprise visibility and security.
