About this opportunity

The Defense Human Resources Activity (DHRA) is soliciting American Sign Language (ASL) interpreting services through the Computer/Electronic Accommodations Program (CAP) to support Deaf and Hard of Hearing Federal employees. The contractor must provide certified ASL interpreters, equipment, supplies, and all necessary non-personal services for both onsite and virtual interpretation assignments, with interpreters required to hold National Interpreter Certification (NIC), Certificate of Interpreting (CI), or equivalent credentials along with a minimum of three years of professional experience. All interpreters must uphold the Registry of Interpreters for the Deaf (RID) Code of Professional Conduct and obtain Tier 1 background investigations. The procurement will be evaluated using the Lowest Price, Technically Acceptable (LPTA) method, with technical acceptability based on the offeror's ability to meet Performance Work Statement requirements and delivery schedules. Questions were due by 11:00 AM EST on August 26, 2025, and quotes are due by 10:00 AM EST on August 29, 2025.

This opportunity is set aside as a Total Small Business procurement, with the solicitation document indicating it was originally designated for Women-Owned Small Business (WOSB) participation. The total potential contract value is $8,000,000, structured with a 12-month base period from September 30, 2025, through September 29, 2026, followed by two option periods extending through October 31, 2027. The estimated workload includes approximately 445 interpreter hours annually, with 70% onsite assignments (35 hours monthly) and 30% remote assignments (15 hours monthly), requiring two-hour minimums for onsite work and one-hour minimums for remote services. Services will be performed primarily in the National Capital Region, specifically at locations including the Mark Center and Pentagon in Alexandria, Virginia. The contract operates on a firm fixed-price basis with 15-minute billing increments and a 48-hour cancellation policy.

This is an acquisition to provide American Sign Language (ASL) interpreting services to meet the needs of Deaf or Hard of Hearing Federal employees in the Defense Human Resources Activity (DHRA) office.  The contractor shall provide certified ASL Interpreters, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ASL interpretiveservices as defined in the Performance Work Statement except for those items specified as Government furnished property and services.  The contractor shall perform to the standards in this contract while upholding the Code of Professional Conduct as outlined by the Registry of Interpreters for the Deaf (RID).

Award will be made to the Lowest Price, Technically Acceptable  (LPTA) offer, at a price that the Government has determined to be fair and reasonable. Technical acceptability will be based on an Offeror's ability to meet the requirements of the SOW/PWS and delivery schedule. The Technical Acceptability Standards are outlined below:
