About this opportunity
The Department of Agriculture Forest Service seeks survey and treatment of invasive weeds across a 22-acre area affected by the 2017 Canyon 2 Fire on the Cleveland National Forest, with quotations due July 24, 2026, at 12:00 PM Mountain Time. This is a Total Small Business Set-Aside with a small business size standard of $34 million.
Place of performance is Corona, California, within the Trabuco Ranger District of the Cleveland National Forest, specifically roadsides and fuel break areas along North Main Divide. The NAICS code is 115310, Support Activities for Forestry-Fuels Management Services.
All prospective contractors must maintain active System for Award Management (SAM) registration prior to quotation submission; lack of SAM registration renders a contractor ineligible for award. Survey crews must include at least two qualified botanists; treatment crews must include at least one lead weed removal technician/specialist plus three to five additional technicians. Herbicide application requires a California Certified Pesticide Applicator license. The contractor must achieve a minimum 90 percent kill rate on identified target invasive species, including yellow starthistle, Italian thistle, tamarisk, and tumbleweed. Post-treatment monitoring is required approximately 45 days after the final treatment event. Deliverables include herbicide use logs, spatial data in ESRI ArcPro format, botanical surveys, GPS/GIS mapping, and project management documentation.
The contract consists of a one-year firm-fixed-price base period (July 2026 through July 2027) plus two optional one-year extension periods. Field activities are scheduled between March and August to optimize treatment timing. Evaluation emphasizes technical capability, past performance (three relevant projects within the past three years), and price for best value to the government. Questions are due July 8, 2026, at 12:00 PM Mountain Time. Offerors must submit pricing for all line items to be considered responsive and hold proposed prices firm for 90 calendar days from receipt.
