About this file

This document is a Questions and Answers (Q&A) amendment to a federal solicitation for invasive weed survey and treatment services.

Solicitation Overview: Solicitation Number 127EAT26Q0072 was issued July 1, 2026, with Amendment 0001 issued July 17, 2026, for the Canyon 2 Fire Invasive Weeds Survey project on Cleveland National Forest. The contractor must conduct botanical surveys, GPS/GIS mapping, monitoring, and herbicide treatments on a designated 22-acre project area. Year 1 includes multiple treatment events with field activities occurring between March and August 2027 (spring optimal timing). The 100% acreage requirement applies cumulatively throughout the contract year, allowing simultaneous surveys and treatments with multiple entries to the project area as needed.

Key Requirements and Clarifications: A California Qualified Applicator (QA/QAL) must be physically onsite during all herbicide applications but may train personnel to perform applications under legally permitted supervision. The minimum 90% kill-rate requirement applies only to identified target invasive species. Post-treatment monitoring is required approximately 45 days after the last treatment event per location. For the 22-acre area, inspection plots can be 1-2 plots (to be confirmed during the pre-work meeting) rather than the referenced 80 plots. Follow-up surveys may focus on previously mapped infestations while updating GIS data for newly identified areas. Crew size ranges from 4-7 personnel depending on complexity; crew supervisors may supervise remotely unless holding QAC/QAL certification, requiring onsite presence. Project inspectors need not be onsite throughout treatment unless holding QAC/QAL credentials. Nesting-bird avoidance measures may be required during nesting season. The Government does not direct specific treatment days but expects contractor awareness of Paid Administrative Leave (PAL) for workdays. Daily rates are required for additional retreatments beyond the initial contract scope.

Solicitation Number: 127EAT26Q0072

SOLICITATION

Solicitation Number 127EAT26Q0072 Canyon 2 Fire Invasive Weeds Survey

Cleveland National Forest ISSUED: 1 July, 2026

AMD0001 17 July 2026

1. Survey and treatment pricing: Should botanical surveys, GPS/GIS mapping, monitoring, reporting, project management, QA/QC, and final deliverables be included under the survey CLINs, treatment CLINs, or allocated between them?

Final deliverables can be included under survey CLINs, treatment CLINs, or allocated between them.

2. Non-contiguous workdays: Does the Government anticipate directing specific treatment days or work releases, or may the contractor schedule contiguous fieldwork based on site conditions and optimal treatment timing?

Contractor may schedule contiguous work days based on site conditions and optimal treatment timing. Government does not anticipate directing specific treatment days as long as contractor is aware of PALs for workdays.

3. Licensed-applicator supervision: Must the California Qualified Applicator remain physically on-site during all herbicide work, or may trained personnel perform applications under the applicator’s legally permitted supervision?

Yes, CA QA may train personnel to perform applications under applicators legally permitted supervision. Yes, QAC/QAL needs to be physically onsite during all herbicide work…it is illegal if they are not present during herbicide applications on forest service land.

4. Treatment efficacy: Does the minimum 90% kill-rate requirement apply only to the identified target invasive species or to all non-native vegetation encountered in the treatment area?

Minimum 90% kill rate requirement applies to identified target invasive species.

5. Post-treatment monitoring: Must every treated location be revisited approximately 45 days after each treatment event? Please clarify whether monitoring is required after each event, seasonally, annually, or at another frequency.

Treatments should be monitored approx.. 45 days after the last treatment event.

6. Self-inspection plots: Section 7 requires one 1/20-acre inspection plot per 7.5 acres but also references approximately 80 plots. Please confirm the required number, size, and frequency of inspection plots for the 22-acre area.

Inspection plots for 22 acre area can be 1 or 2 plots, pending on the area. COR, CO, and contractor can further discuss during the pre work meeting to see what the most feasible approach will be.

7. Follow-up surveys: During follow-up treatment events, must the contractor resurvey the entire 22-acre project area, or may the contractor focus on previously mapped infestations while updating the GIS data for newly identified areas?

The contractor may focus on previously mapped infestations while updating GIS data for newly identified areas throughout the mapped project areas.

8. Acreage requirement: Does the requirement to survey and treat 100% of the designated 22 acres apply to each individual treatment event or cumulatively throughout the contract year?

It applies cumulatively throughout the contract year. For example, surveys and treatments can happen simultaneously throughout the project areas, and some areas may need multiple treatments or multiple entries into the project area during one season.

9. Seasonal treatment window: Should contractors assume that all field treatment activities will occur between March and August based on the species-specific treatment periods?

Yes, depending on the species and weather conditions, treatments should occur between March and August.

10. Nesting-bird compliance: Will nesting-bird surveys or avoidance measures be required before treatment activities during nesting season?

Nesting-bird avoidance measures may be required before treatment activities during nesting season.

Can you clarify whether year 1 will include 1 or multiple treatments?

Year 1 will include multiple treatments

11. Can the crew supervisor be supervising remotely or are they required onsite? ie, do we need a crew of 4-6 onsite, or 5-7 for treatment?

Crew supervisor can supervise remotely or on site, but if they hold the QAC or QAL, they need to be onsite. Crew size can vary any where between 4-7 people for survey and treatment. Crew size may depend on survey or treatment complexity.

12. Is the inspector required to be onsite with the crew throughout treatment?

Inspector is not required to be onsite with the crew throughout the treatment, unless the inspector holds the QAC/QAL for herbicide application.

13. The optimal time for surveys and treatment for the species listed is spring. Can year 1 survey and treatment be completed in spring of 2027?

Year 1 survey treatment can still be completed in the spring of 2027.

14. Can you confirm that a daily rate is not required for additional retreatments which may be implemented?

Daily rate is required for additional retreatments- we will need to know
