About this opportunity
The Caribbean District of the U.S. Army Corps of Engineers intends to issue a Firm-Fixed Price construction contract for the Caño Martin Peña Ecosystem Restoration Project, Phase 1. The contract involves complex civil engineering work including site development at Ciudad Deportiva Roberto Clemente, preparing aquatic disposal pits, dredging multiple channel segments, constructing bridge fenders, and installing steel sheet pile walls with concrete caps. The solicitation will be released on April 8, 2025, and potential contractors must be registered in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE). Proposals will be evaluated using three primary factors: Technical Approach, Past Performance, and Price, with award going to the most advantageous offer, not necessarily the lowest price. Interested contractors can submit questions to Samuela Adams, Contract Specialist, and Katrina Chapman, Contracting Officer, via their provided email addresses.
The contract is an unrestricted acquisition targeting the NAICS code 237990 for Other Heavy and Civil Engineering Construction, with a size standard of $45 million in average annual receipts. The estimated Range of Magnitude (ROM) for the project is between $25 million and $100 million, indicating a substantial infrastructure investment. The period of performance is set at 1,363 calendar days from the Notice to Proceed, suggesting a complex, multi-year project with significant environmental restoration components. The work includes precision engineering tasks such as dredging 3,000-meter and 900-meter channels, constructing 61-meter riprap channels, and installing protective infrastructure around existing bridges. All responsible contractors are encouraged to participate, with the solicitation documents to be made available on SAM.gov on or about April 8, 2025, and proposal submissions to be made through the PIEE system.
