About this opportunity
The Caribbean District of the U.S. Army Corps of Engineers intends to issue a Firm-Fixed Price construction contract for the Caño Martin Peña Ecosystem Restoration Project, Phase 1. The project involves multiple complex civil engineering tasks, including site development at Ciudad Deportiva Roberto Clemente, dredging channels in San Jose Lagoon, constructing bridge fenders, and creating riprap channels. The solicitation will utilize Federal Acquisition Regulation Part 15 procedures, with proposals evaluated based on three primary factors: Technical Approach, Past Performance, and Price. Potential bidders must be registered in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) to be eligible. The solicitation documents will be available on SAM.gov on March 31, 2025, with proposals to be submitted through the PIEE system, and questions can be directed to Samuela Adams and Katrina Chapman from the contracting team.
The contract is an unrestricted acquisition open to all responsible contractors under NAICS Code 237990 for Heavy and Civil Engineering Construction, with a size standard of $45 million in average annual receipts. The anticipated contract value ranges between $25 million and $100 million, with a performance period of 1,363 calendar days from the award date. The project scope includes extensive ecosystem restoration work, such as creating material management areas, preparing aquatic disposal pits, dredging multiple channel segments with specific dimensions (including a 30.48-meter wide by 3.05-meter deep main channel), and constructing protective infrastructure like steel sheet pile walls and riprap channels. No specific set-aside designations are mentioned, indicating that all qualified contractors are encouraged to participate. The comprehensive nature of the project suggests a significant infrastructure and environmental restoration effort in the San Jose Lagoon area of Puerto Rico.
