About this opportunity

The Defense Health Agency Contracting Activity (DHACA), Medical Research & Development Contracting Division 2, is issuing a Request for Information (RFI) to solicit market knowledge on canine thermal and environmental monitoring solutions by August 3, 2026. This is not a competitive procurement and will not result in a contract award; responses inform development of the Canine Thermal Model and Monitor (CTMM) program to reduce heat injuries in Military Working Dogs through near real-time core body temperature monitoring.

Respondents must submit a Capabilities Statement addressing wearable canine health monitoring products that measure activity, core body temperature, environmental conditions, and geolocation. Submissions must include company identification (name, address, CAGE code, Unique Entity ID, socio-economic classifications), government contracts held, and relevant patents. The statement must detail networking capabilities, APIs, SDKs, data transmission protocols, data rights options, encryption and cybersecurity capabilities, and industry standard compliance; identify engineering specifications including operating temperature ranges, material composition, manufacturing costs, and sensor integration capabilities; describe capability gaps for military working dogs; and explain heat injury reduction potential.

Place of performance is Fort Detrick, Maryland, under the Warfighter Protection and Acute Care Project Management Office (WPAC PMO). Submissions are due by August 3, 2026, at 1400 local time to Jeanette Collins at jeanette.m.collins4.civ@health.mil. Electronic files may not exceed 20 megabytes. All submissions become Government property and will not be returned; proprietary information must be clearly marked.

Notice text

Military Working Dogs (MWDs) provide critical capabilities in operations, which include assisting with patrols, combat tracking, and detection of mines, explosives, and narcotics. Like all canines, MWDs can be susceptible to heat injuries. The Canine Thermal Model and Monitor (CTMM) effort seeks to reduce heat injuries in MWDs through near real-time monitoring of MWD core body temperature.  CTMM will leverage data collected from this canine thermal monitor along with environmental conditions (e.g., humidity, temperature), measured activity level, and geolocation data to optimize tactical deployment, mitigate environmental casualties, and preserve these high value combat assets.  Through this RFI, WRPBH is seeking information on canine thermal and environmental monitors and enhanced engineering solutions to inform and guide CTMM development and fielding.
