This is a Request for Information (RFI) issued by the Defense Health Agency Contracting Activity (DHACA), Medical Research & Development Contracting Division 2, under the Warfighter Protection and Acute Care Project Management Office (WPAC PMO) at Fort Detrick, Maryland. The RFI Number is HT9427-26-RFI-706, and it seeks market knowledge regarding canine thermal and environmental monitoring solutions to inform the development of the Canine Thermal Model and Monitor (CTMM) program. This is explicitly not a Request for Proposals or Request for Quotations, and no contract will be awarded based on responses. The Government reserves the right to use submitted information for any legally appropriate purpose and is under no obligation to acknowledge receipt or provide feedback.
Respondents must submit a Capabilities Statement addressing ten specific characteristics by August 3, 2026, at 1400 local time to Jeanette Collins at jeanette.m.collins4.civ@health.mil. The required information includes company identification details (name, address, CAGE code, Unique Entity ID, socio-economic classifications), government contracts held, and patents related to the product. The Capabilities Statement must address wearable canine health monitoring products that measure activity, core body temperature, environmental conditions, and geolocation; describe networking capabilities, APIs, SDKs, data transmission protocols, data rights options, encryption and cybersecurity capabilities, and relevant publications; identify capability gaps for military working dogs; explain heat injury reduction potential; provide engineering specifications including operating temperature ranges, material composition, manufacturing costs, and sensor integration capabilities; and address how the system meets industry standards. All submissions become Government property, will not be returned, and proprietary information must be clearly marked. Electronic files may not exceed 20 megabytes.

8.0 Background: Portfolio Acquisition Executive – Medical Products (PAE MP), headquartered at Fort Detrick, Maryland. PAE MP’s mission is to preserve and protect the lives of Warfighters by developing new drugs, vaccines, devices and medical support equipment to ensure readiness and the highest quality of medical care for Department of Defense (DoD) personnel. The DHA OPMED Warfighter Readiness, Performance, and Brain Health (WRPBH) Program Office accelerates maturation and transition of maintainable sensing capabilities from the research community to fielding in order to enhance Service member performance, lethality, and survivability.
9.0 Objective and Scope: Military Working Dogs (MWDs) provide critical capabilities in operations, which include assisting with patrols, combat tracking, and detection of mines, explosives, and narcotics. Like all canines, MWDs can be susceptible to heat injuries. The Canine Thermal Model and Monitor (CTMM) effort seeks to reduce heat injuries in MWDs through near real-time monitoring of MWD core body temperature. CTMM will leverage data collected from this canine thermal monitor along with environmental conditions (e.g., humidity, temperature), measured activity level, and geolocation data to optimize tactical deployment, mitigate environmental casualties, and preserve these high value combat assets. Through this RFI, WRPBH is seeking information on canine thermal and environmental monitors and enhanced engineering solutions to inform and guide CTMM development and fielding.
This RFI seeks to:
1. Provide information on your relevant wearable canine health monitoring products including products used to monitor canine:
0. Activity (e.g., using accelerometry)
0. Core Body Temperature
0. Environmental Conditions (Please describe the environmental and hazard sensing capabilities your system may have.)
0. Geolocation
1. Please describe what networking capabilities your system may have and any Application Programing Interfaces (APIs) or Software Development Kits (SDKs) that are available for use.
1. Describe how sensor data is transmitted to a handler EUD, including protocol, range, power profile, and performance in RF-degraded environments.
1. Describe data rights options you would consider, including but not limited to limited rights, Government Purpose Rights, or commercial licensing models for the platform, APIs, and integration artifacts.
1. Please describe the encryption and cyber security capabilities of your system.
1. Provide information on your system through publications, articles, and reports on the commercial capabilities, intended uses, and accuracy in monitoring canine health.
1. Identify gaps between existing canine monitoring capabilities and specialized MWD needs for health monitoring in training and operational environments that your system provides.
1. Provide how your system could assist with the reduction of MWD heat injury.
1. Identify research on and technologies for canine heat injury prevention solutions.
1. Provide information how your system meets industry, academia, and other federal agencies’ standards on the availability of canine health monitoring.
1. Provide information on assessing the signs of canine thermal stress and environmental factors contributing to thermal stress (hot/cold temperature).
1. Provide engineering factors such as:
9. The maximum and minimum operating temperature of your system.
9. The material composition of your system.
9. Relevant engineering tests performed (drop tests, strength tests, tensile tests, etc.).
9. Relevant manufacturing capability/sustainment cost information for your system.
9. Does your system utilize a single, integrated on-animal sensor unit that transmits data directly to a handler's End User Device (EUD) (e.g., via RFID without requiring a separate, handheld interrogator)?
10.0 SUBMISSION INSTRUCTIONS: Entities interested in submitting a response must furnish a Capabilities Statement.
