About this opportunity

The Bureau of Engraving and Printing within the Department of the Treasury is soliciting proposals for Canine Explosive Support Services to provide trained and certified canine detection teams at its Western Currency Facility in Fort Worth, Texas. The contractor must supply unarmed, single-purpose explosive detection canine teams capable of detecting multiple explosive substances including RDX, PETN, TNT, and various powder types, with teams required to perform a minimum of 10 hours of proficiency training per week and respond to emergency notifications within two hours. Key contract requirements include maintaining current detection-specific training certifications, conducting vehicle and cargo inspections, performing building searches and roving patrols, and ensuring compliance with General Accounting Office standards for canine health and welfare. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) source selection approach, assessing technical approach, past performance, and price, with proposals rated as either technically acceptable or unacceptable. The deadline for questions is November 17, 2025, and proposals are due by 4:00 PM CST on November 21, 2025, with three amendments having been issued since the original posting on October 27, 2025.

This solicitation is a 100% set-aside for Women-Owned Small Business (WOSB) concerns, and the incumbent contractor is KSDS, LLC, which previously held contract 2031ZA20C00485 with an identical total value. The estimated total contract value is $29.5 million, with a firm-fixed-price structure covering a base performance period from February 1, 2026 to January 31, 2027, plus four optional 12-month extension years through January 31, 2031, for a potential five-year performance period. The contractor must provide approximately 260–328 site visits per performance year, with each site visit consisting of a minimum of two hours of detection services. Services will be performed on a 24/7 basis to augment the BEP Police Force, with the contractor responsible for providing all necessary personnel, equipment, environmental controls for canine transportation and kenneling, and maintaining all required state licenses and federal permits. The place of performance is Blue Mound, Texas, located at the Western Currency Facility in the Fort Worth area.
