About this opportunity
The U.S. Army Corps of Engineers, Tulsa District, issued a cancellation notice on April 14, 2026, for Solicitation No. W912BV-21-R-0024, formally withdrawing a $50 million 8(a) set-aside Multiple Environmental Government Acquisition (MEGA) Multiple Award Task Order Contract (MATOC) for Environmental Consulting Services. This post-closing Amendment #0008 notifies all offerors who submitted proposals that the solicitation has been canceled in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 15. Contracting Officer Robert E. Reed determined that cancellation serves the public interest based on circumstances that have developed since the original solicitation was issued. The contract was designed as a nationwide multiple award task order contract to support environmental consulting services and projects assigned to the Regional Planning and Environmental Center (RPEC).
The primary justification for this cancellation centers on two factors: prolonged delays in the solicitation review process extending from 2021 to the present have undermined the original basis for the requirement, and reassessment of evaluation criteria has revealed misalignment with current market conditions and the economic environment. The Contracting Officer determined that proceeding would not ensure fair and equitable competition reflecting present needs and market realities. All proposals received will be handled in accordance with applicable federal regulations, though specific instructions regarding proposal disposition are not detailed in the notice. The solicitation was restricted to 8(a) program participants, focusing on environmental consulting services classified under NAICS 541620. The Government indicates that a new requirement may be anticipated in the future and encourages interested parties to monitor SAM.gov for updates, with inquiries directed to Ms. Sharon Newsome at sharon.d.newsome@usace.army.mil.
Notice text
Post-closing Amendment #0008, Request for Proposal (RFP) #W912BV-21-R-0024 for the project titled “$50M 8(a) Set Aside Multiple Environmental Government Acquisition (MEGA) Indefinite Delivery Contract (IDC) Multiple Award Task Order Contract (MATOC) for Environmental Consulting Services (ECS) and Projects Assigned to the Regional Planning and Environmental Center (RPEC)
To: All Offerors Who Submitted Proposals in Response to the Above-referenced RFP
Subject: Amendment 0008, Cancellation of Solicitation No. W912BV-21-R-0024
Please find post-closing (i.e., after the proposal due date) Amendment 0008 enclosed. The purpose of this amendment is to formally notify you of the cancellation of Solicitation No. W912BV-21-R-0024 for the $50M 8(a) MEGA Multiple Award Task Order Contract (MATOC).
This decision was made after careful consideration and is based on circumstances that have arisen since the solicitation was originally issued.
The primary reasons for this cancellation are as follows:
- Prolonged Review Period: The solicitation process has experienced unforeseen and significant delays, extending from its initiation in 2021 to the present. This protracted timeline has impacted on the original basis upon which the solicitation was developed.
- Reassessment of Evaluation Criteria: Due to the extended duration, the requirements have evolved. The Contracting Officer has determined that these changes, along with key aspects of the evaluation criteria, no longer align with current market conditions. Proceeding would not be consistent with our objective of ensuring fair and equitable competition that reflects the present economic environment.
In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 15, the Government has the right to cancel a solicitation when it is in the public interest to do so. Given that proceedings would not ensure fair and equitable competition that reflects our current needs, we have determined that canceling the solicitation is the most prudent course of action. All proposals received in response to this solicitation will be handled in accordance with federal regulations.
We understand that you have invested significant time and resources in preparing your proposals, and we sincerely appreciate your efforts. We anticipate a new requirement in the future, and we encourage you to monitor SAM.gov for updates.
We thank you for your interest in this procurement.
