About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Basic Ordering Agreement (BOA) Order for CAMS PMT Troubleshooting Kits through a non-competitive procurement process. The contract will be awarded to Hamilton Sundstrand Corporation DBA Collins Aerospace Missions Systems, located in San Dimas, California, under BOA N6449825G0002. The Navy has determined that Collins is the only responsible source capable of fulfilling their specific requirements, invoking 10 U.S.C 2304(c)(l) to justify the sole-source selection. Interested parties may submit their capabilities and interest in writing by email to Daniel.g.Soboski.civ@us.navy.mil by 4:00 PM on May 14, 2025. The government retains full discretion to determine whether to conduct a competitive procurement based on the responses received.
This pre-solicitation notice indicates the procurement is not set aside for any specific category of business. The government plans to make the award in the second quarter of Fiscal Year 2025 as part of a follow-on procurement effort. While specific award values are not disclosed, the contract is for CAMS PMT Troubleshooting Kits, suggesting a specialized technical procurement. The solicitation emphasizes that this is not a request for competitive proposals, but rather a notice of intent to award to a single source. The procurement is being conducted by the Department of the Navy Naval Sea Systems Command, a defense agency responsible for managing naval maritime systems and equipment.
