About this opportunity

The U.S. Department of Agriculture's Agricultural Research Service (USDA ARS) is seeking to procure 428 calves through a sole source agreement with the University of Nebraska-Lincoln (UNL). This pre-solicitation notice is an administrative requirement for a planned single firm fixed-price award under agreement 58-3040-4-026. The procurement is specifically categorized under NAICS code 112111 for Beef Cattle Ranching and Farming. ARS policy mandates posting a sources sought notice for all sole source awards, even though UNL is the only vendor capable of meeting the government's requirements. The notice is purely informational and does not constitute a formal request for quotes, bids, or proposals, and the government is not seeking responses from potential vendors.

The pre-solicitation notice indicates no specific set-aside designations for this procurement. The anticipated contract will be a direct award to UNL, with no competitive bidding process expected. The procurement is scheduled to be posted on November 25, 2024, with a due date of November 29, 2025. The total quantity of calves to be procured is precisely 428, and the procurement will follow a firm fixed-price model. Potential offerors are advised that no administrative costs will be reimbursed, and any future solicitation, if issued, will be published on the Government-wide Point of Entry. Vendors are not required to respond to this notice, as it primarily serves to document the justification for a non-competitive procurement process.
