About this opportunity
The U.S. Department of Justice, Drug Enforcement Administration (DEA) has published a Special Notice announcing its intent to issue a sole source award to CALLYO 2009 CORP of Carson City, Nevada. This notice pertains to the procurement of Callyo user licenses and video licenses valued at $27,960.00 for a period of performance from October 1, 2025 to September 30, 2026. The acquisition is designated as a Total Small Business set-aside and falls under NAICS code 334290 (Other Communications Equipment Manufacturing). The DEA intends to conduct this procurement through FAR 13.106-3(b) for open market purchase orders as a firm-fixed price purchase order. All communications regarding this posting must be submitted in writing to the designated point of contact, Donita Hood, by the archive date of August 20, 2025 at 1:00 PM EST.
The purpose of this sole source procurement is to acquire specialized communication services that enable phone communications to and from undercover cellular phones without requiring additional physical equipment. The DEA has determined that Callyo is the only vendor approved by the Office of Investigative Technology to provide this unique software-based system, which allows for easy transfer between offices without the need to transport hardware-based solutions. The justification for sole source selection is based on FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy the agency's operational requirements. Market research conducted did not identify alternative vendors capable of providing similar functionality. This Special Notice is not a request for competitive quotations, and any determination by the government not to open the requirement to competition based on responses received is solely within the government's discretion. The procurement includes standard commercial item provisions and clauses, with contractors required to comply with various federal regulations including cybersecurity, personnel security, and supply chain risk management requirements.
