About this file
This Sole Source Documentation form covers a sole source acquisition for Callyo user licenses and video licenses. The procurement is valued at $27,960.00 with a period of performance from 10/01/25 to 09/30/2026. The agency determined Callyo is the only vendor approved by the Office of Investigative Technology to provide this specific service, which enables phone communications to/from an undercover cellular phone without additional equipment. Market research conducted via Google did not identify alternative vendors capable of offering similar operational functionality. The document justifies the sole source selection based on Callyo's unique software-based system that allows easy transfer between offices without physical equipment transportation, distinguishing it from other providers that require hardware-based solutions.

SOLE SOURCE DOCUMENTATION
FAR PART 13
Purchase Orders Over $10,000 but not Exceeding $250,000
Acquisitions that do not allow for competition to the maximum extent practicable must be documented in accordance with Federal Acquisition Regulations (FAR). A Limited Sources Justification is required when soliciting fewer than three sources per FAR 13.104, or when using brand name descriptions per FAR 13.106-1(b)(1). A Limited Sources Justification is not required for brand name or equal procurements. Follow procedures at FAR PART 11.104.
Type of action: sole source acquisition brand-name
DAC Number: D-26-LO-0001/EF-375287 Estimated total amount:
$27,960.00
Recurring Requirement: YES NO
Delivery Date: Period of Performance: 10/01/25 to 09/30/2026
Brief description of supplies or services required and the intended use:
Purchase of Callyo user licenses and access to video licenses to support the continued use of this service for internal operations.
Summary of the facts and circumstances that support the determination that only one source is reasonably available to supply the required supplies or services, or only the specified brand-name items can satisfy the Government’s need:
The Callyo system streams data and is the only vendor approved by the Office of Investigative Technology to perform service in this manner.
Additionally, Callyo provides a unique service that permits phone communications to/from a UC cellular phone without having to use additional equipment.
Describe in detail any market research conducted. Include results and state whether any vendors expressed interest
Google returned advertisement information of businesses capable of providing voice over services, recording studios, NITV Federal Services for the analysis of voice recordings and small recording devices. None of the advertised services could provide operational functions like CALLYO.:
The Louisville Division acquired the services of similar company which does not offer the flexibility that the Callyo system provides. The other provider requires hardware (Cellular telephones) to operate with their system, while the Callyo system is software based and can easily transfer from one location to the other amongst the outer offices, without the need to physically transport any equipment.
The Contracting Officer hereby determines that, due to the circumstances of this procurement:
Only one source is deemed to be reasonably available.
Only the specified brand-name item will satisfy the Government’s need. For orders exceeding $25,000, this Limited Source Justification shall be made available together with the solicitation and posted on the Contract Opportunities page on the Governmentwide Point of Entry (SAM.gov) in accordance with FAR 5.101(a)(1).
The Contracting Officer certifies that an order for the supplies or services will not be placed unless the price is found to be fair and reasonable.
