About this opportunity
The U.S. Army Contracting Command at Aberdeen Proving Ground seeks development of Fog Tester Analysis Software to replace legacy BarTarget post-test image analysis, with Solution Briefs due September 4, 2026 at 1600 EST. No set-aside applies.
Place of performance is Natick, Massachusetts. The software must operate on Microsoft Windows 11 in a local host environment without internet connectivity, accept user-input test condition parameters, analyze post-test dual-camera video images to generate contrast ratio values per selected regions of interest, plot contrast ratio data over test duration, and output pass/fail results based on haze calibration measurements. The application must interface with existing FogTester control software via TCP connection and process 2590 x 1942 pixel, 16-bit grayscale PNG format imagery. Development languages approved are LabVIEW, .NET (C# or Visual Basic), Python, or other Government-approved programming languages; alternative languages require prior approval in Phase 1 submission.
The anticipated contract is FAR Part 12 Firm-Fixed-Price with a 12-month period of performance and no on-site work required. The Government will conduct a two-phase evaluation: Phase 1 (Solution Brief, maximum eight pages excluding title page and OCI analysis, 12-point Times New Roman font) and Phase 2 (optional live or virtual demonstration). Phase 3 request for solution proposal details will be provided in invitation to that phase. Evaluation criteria are Technical Merit and Relevance, Innovation and Uniqueness, Company Visibility, and Price and Affordability, with non-cost factors significantly more important than cost. The Government will compare pricing against its Independent Government Estimate with no predetermined budget ceiling.
Solution Briefs must include comprehensive Software Assurance Technical Approach addressing secure coding practices, Static Application Security Testing with 80 percent code coverage minimum, Software Composition Analysis and Software Bill of Materials in CycloneDX or SPDX format, ASD STIG assessment and checklist delivery, flaw remediation processes with severity-based thresholds, Software Confidence Baseline artifacts, and provision of complete source code and build instructions. Submissions must include Organizational Conflict of Interest analysis and an assigned and active CAGE code at submission. The NAICS code is 541511, Custom Computer Programming Services. Questions were due August 26 at 1200 EST. Amendment 3, dated August 27, posted Q&A Parts 1–3.
