About this opportunity
The Army Contracting Command - Aberdeen Proving Ground, on behalf of the Product Manager for Satellite Communications, is issuing a Call for Solutions under the Army Open Solicitation for innovative commercial technologies addressing a Large Geosynchronous Earth Orbit (GEO) terminal capable of high-throughput, low-latency data transmission, with Solution Briefs due April 20, 2026 at 17:00 EDT. This is full and open competition with no set-aside; the Government intends to award either Other Transaction Prototype agreements under 10 U.S.C. 4022 or FAR Part 12 firm-fixed-price contracts for commercial or near-commercial solutions.
The Government seeks modular, scalable 1–2 meter parabolic reflector antennas transportable in five or fewer airline-checkable cases with two-man lift per case. Required attributes include Technology Readiness Level 7 or higher; support for Military X and Ka Band plus commercial Ka and Ku Band; waveform compatibility with Linkway, EBEM, iDirect Evolution, and SES mPower Sovereign; ethernet and fiber optic baseband connectivity; AC 120/208 VAC or optional 24V DC power; TRANSEC security per FIPS 140-3; full azimuth and elevation tracking; and 15-minute maximum setup and teardown time. RF performance ranges span Ku-band EIRP 51.9–62.3 dBW, Ka-band EIRP 55.6–67.9 dBW, and X-band EIRP 45.6–61.0 dBW. The Government defines Phase 1 as market research emphasizing innovative COTS or near-COTS approaches; Phase 2 (optional) involves pitch presentations and demonstrations; Phase 3 requests detailed proposals. Latency measurement uses 20-degree elevation, clear sky, with WGS and mPower as baseline reference systems. Third-party modem integrations are acceptable if Trade Agreements Act compliant. Questions due March 25, 2026. NAICS 334220.
