About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center Hanscom Air Force Base seeks innovative Team Awareness Kit (TAK) plugin development for integration with its C2IMERA command and control platform, with solution briefs due June 8, 2026, at 4:00 PM EST. This is a two-step, competitive solicitation under the existing DSO CSO (FA8730-22-S-C001) contract vehicle, issued as a Prototype Other Transaction Agreement pursuant to 10 U.S.C. 4022 with anticipated Firm Fixed Price terms.

Place of performance is Hanscom AFB, Massachusetts. The procurement requires demonstrated prior experience developing TAK plugins. Eligible offerors must be nontraditional defense contractors, small business concerns, or other eligible entities registered in SAM.gov with valid UEI numbers. Foreign participation is prohibited at the prime level; subcontracting and foreign nationals are limited to public domain information. Solutions must be submitted unclassified.

The effort is a brand-new project with no incumbent or recompete component. Proposed solutions must leverage only open-source TAK plugins and integrate with currently available writable C2IMERA endpoints including Aircraft, Base Conditions, Incident Reports, Custom/Flex Pages, and Airfield discrepancies with sensor/video feeds. The solution connects TAK Cursor on Target messages through TAK servers to C2IMERA across commercial cell networks, Starlink, and other connectivity means. Estimated period of performance runs September 1, 2026, through January 31, 2027 (six months). NAICS code is 541519, Other Computer Related Services; PSC code is DA01, IT and Telecom – Business Application/Application Development Support Services (Labor).

Step 1 evaluation prioritizes Technical Relevancy and Recommended Solution Set; unfavorable evaluations bar advancement. Step 2 selected offerors receive a full Request for Proposal evaluated on Technical Approach (most important), Schedule, and Price. Rough Order of Magnitude pricing and period of performance are required in Step 1 submission. The Government reserves the right to award some, all, or none of the proposals and may issue awards contingent on available funds and successful negotiations.

____________

The Area of Interest (AOI) description:

C2IMERA Program Overview: C2IMERA (Command and Control Incident Management Emergency Response Application) is a government-owned command and control platform used at the Wing and Base level to manage readiness, operations, and emergency response activities. It serves as the authoritative system where operators enter, validate, and assess real-world readiness and Friendly Order of Battle (FrOB) data, providing commanders with a live common operating picture of installation resources and operational status.

Modern peer conflict will not occur in a pristine, high-bandwidth environment. Commanders require a continuous flow of information from the tactical edge to make informed decisions, but operators at that edge often lack the tools to effectively collect and transmit this data, especially when primary networks are degraded or denied. There is a requirement to:

  • Report standardized base conditions and battle damage from anywhere on an installation.
  • Maintain local C2 and situational awareness even when disconnected from the enterprise.
  • Feed a common operational picture that is consumable by all users.

TAK technology was led by Air Force Research Laboratory (AFRL).  AFRL vendors and partners are specialized firms responsible for developing, maintaining, and integrating this suite.

This technology would be leveraging potentially pre-existing TAK plugins that are either open source or commercially available. Each need revolves around a single technical objective: integrating TAK with C2IMERA. Only specific C2IMERA endpoints are currently writable and available for integration under this effort, and proposed solutions must operate within this constraint. Applicants must have prior experience developing TAK plugins and be able to briefly describe this experience in their submission. The deliverables are all variations of the same architecture pattern, just applied to different use cases like Blue Force Tracking, Incident Reporting, Sensor/Video, etc.
