About this file
This document is an Evaluation Criteria and Selection Process attachment for a federal contract opportunity related to the WingC2 Team Awareness Kit (TAK) program.
The procurement follows a two-step evaluation process. In Step 1, solution briefs are evaluated on Technical Relevancy (TAK development experience), Recommended Solution Set, Schedule (6 months or less), and Price (reasonableness and completeness), with Technical Relevancy and Recommended Solution Set weighted as most important. Unfavorable solution brief evaluations bar offerors from further consideration. Step 2 applies only to selected offerors advancing from Step 1, who will receive a Request for Proposal from the Contracting Officer/Agreements Officer with separate submission instructions and deadlines. Full proposals are evaluated on Technical approach, Schedule, and Price, with technical approach as the most important criterion.
The technical requirement is to integrate TAK data into the Command and Control Incident Management Emergency Response Application (C2IMERA) using existing capabilities without additional Government-provided API endpoints. Minimum qualification requires prior experience developing TAK plugins. Technical evaluation assesses innovative approach, understanding of technical scope, soundness of approach, and ability to deliver high-priority items with demonstrated familiarity with TAK and data connector architecture. Price is evaluated for reasonableness and completeness but is not the sole determining factor. Proposals are categorized as Recommended, Acceptable, or Non-Acceptable based on merit, not ranked against each other. The Government reserves the right to award some, all, or none of the proposals and may communicate with all, some, or none of the offerors. Award notifications are issued via email with availability of funds and successful negotiations as prerequisites to contract execution by a Contracting Officer or Agreements Officer.

Attachment 2
EVALUATIONS CRITERIA AND SELECTION PROCESS
The Government will review each proposal and select the offeror(s) that have the greatest potential to meet the needs of the WingC2 Team Awareness Kit (TAK) requirements based on the Area of Interest stated in Attachment 1 of this call. The Government will evaluate proposals in accordance with the following 2 step process:
I. STEP 1: Solution Brief – Basis of Evaluation
All solution briefs correctly submitted will be evaluated against the listed criteria stated in the CSO below:
1) Technical Relevancy: Has experience working on TAK development
2) Recommended Solution Set: To the Area of Interest
3) Schedule: Able to accomplish in 6 months or less
4) Price: For Reasonableness and Completeness
Solution briefs will be evaluated based solely on the merit of the proposed solution in meeting the requirements of the AoI, not against other solution briefs submitted in response to the AoI. An unfavorable solution brief evaluation will bar the interested parties from further consideration. Solution briefs not chosen for Step 2 will be notified as soon as practicable.
The Technical Relevancy and Recommended Solution Set are the most important evaluation criteria under Step 1.
II. STEP 2: Full Proposals – Basis of Evaluation
** Only applies to selected interested parties from Step 1**
Based on the evaluation detailed above, the Government may issue an RFP to the interested parties. The Government will invite select offerors to submit full proposals based on favorable evaluation results of solution briefs. Proposals will be requested via a Request for Proposal letter by the Contracting Officer/Agreements Officer, and will contain separate submission instructions and applicable due dates and timelines.
Relevant technical details will be provided to offerors invited to Step 2. Offerors must align their technical approaches with the Government.
Responsiveness submission of the proposal by the due date. The proposal will be evaluated based on Technical, Schedule, and Price. Technical approach will determine if the Offeror has the expertise, relevant experience(s), and available technology to accomplish the requirement. Schedule will be evaluated to determine if the Offeror’s approach is sufficient to accomplish the requirement within the contract Period of Performance.
The technical approach is the most important evaluation criteria under Step 2.
Method of evaluation: The proposal will have the solution integrate data sourced from TAK into Command and Control Incident Management Emergency Response Application (C2IMERA). Must adhere to existing capabilities in C2IMERA (no additional API endpoints will be provided by the Government to support this effort). The proposal will be evaluated by the Government’s Requirement Owners and Subject Matter Experts.
A. Technical Proposal Evaluation
Minimum requirement: Applicants must have prior experience developing TAK plugins and be able to briefly describe this experience in their proposal.
1. Innovative approach proposed to accomplish the technical objectives. Develop solutions to integrate TAK with C2IMERA.
2. The Offerors understanding of the technical scope of the technical effort.
3. Soundness of the offerors approach.
4. The Offeror’s ability to deliver the high-priority items and their demonstrated familiarity with TAK and data connector architecture.
B. Price Proposal Evaluation Price will be evaluated for reasonableness and completeness. While price is an important consideration, it is not the sole determining factor for award. The Government reserves the right to consider price in relation to the overall value and risk of each solution in making the best value determination.
C. Review and Selection Process
1. Recommended: Proposals that are highly recommended for award, if sufficient funding is available, and normally are displaced only by other recommended proposals.
2. Acceptable: Proposal that meets the minimum Government requirement, and are accepted if sufficient funding is available, but at a lower priority rate than Recommended proposals. May require additional development.
3. Non-Acceptable: Proposal does not meet the minimum Government requirement and the proposal should not be considered.
4. Proposals will be categorized as Recommended, Acceptable, Non-Acceptable.
Government reserves the right to award some, all, or none of the proposals. No other evaluation criteria will be used. Proposals will not be ranked and each proposal will be evaluated on its own merit. Prior to award of a potentially successful offer, the Contracting Officer/Agreements Officer will make a determination regarding price reasonableness and completeness.
III. Communications with Offerors The Government reserves the right to communicate or seek clarifications with all, some, or none of the Offerors.
IV. Debriefing
The Government reserves the right to offer Debriefing and may or may not offer debriefings for this call. This will be determined at a later time.
V. Award Administration Information
1. Award Notices: Offerors will be notified via email if their proposal is recommended for award under Step 1, and under Step 2 (if applicable).
2. The notification is not a contract award, however, it does ensure a contract award or agreement as availability of funds and successful negotiations are prerequisites to any award or agreement.
3. If a contract or agreement is awarded, it will be executed by a Contracting Officer or Agreements Officer.
