About this opportunity
The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking proposals for 9 kHz to 3 GHz Signal Generators for Army Calibration Laboratories under solicitation W31P4Q-25-R-0043. These signal generators will be used to calibrate various military test equipment including Radio Test Sets, Frequency Counters, Navigation Test Sets, RADAR Test Sets, and RF Power Test Sets, replacing and upgrading existing Aeroflex 2023B Signal Generators procured in 2005. The procurement requires signal generators with specific technical specifications including frequency resolution of 1 Hz, output power range from -90 dBm to +17 dBm, analog modulation capabilities, and stringent requirements for spectral purity and phase noise performance. Evaluation will be conducted on a best value basis, with technical factors and past performance being more important than price. Offerors must submit a completed Requirements Specification Matrix and pricing spreadsheet, with failure to provide either document resulting in proposal disqualification. The solicitation has been amended multiple times with the current proposal due date of September 12, 2025.
This procurement is designated as a Total Small Business set-aside and structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year period of performance beginning in April 2025. The contract encompasses a total quantity of 300 Signal Generators, 100 Rack Mount Kits, calibration services, verification/alignment hardware and software, and operator/maintenance training distributed across a base year and four option years. The base year includes 103 Signal Generators and 75 Rack Mount Kits, with quantities decreasing in subsequent option years down to only 7 Signal Generators in Option Year 4. The government has reserved the right to accelerate or delay delivery quantities as needed. Performance of this contract will take place in Huntsville, Alabama, supporting the Army's calibration laboratory operations and ensuring precise measurement capabilities for critical military electronic testing equipment.
