About this opportunity

The U.S. Army Corps of Engineers, New Orleans District, solicited sealed bids for dredged material management and confined disposal facility degradation at the Calcasieu River and Pass in Louisiana, with bids due September 11 at 10:00 AM Local Time. This is a Total Small Business set-aside, firm fixed-price, construction contract.

Place of performance is Cameron Parish, Louisiana, along the Calcasieu Ship Channel. The scope includes clearing and grubbing approximately 40 acres, excavation of approximately 1,220,000 cubic yards from Confined Disposal Facility 22, placement of borrow material on the existing CDF and Foreshore Dike Disposal Area, mobilization and demobilization, and bird nesting prevention and avoidance measures for 30 days. The government estimate is $16,385,580, with estimated contract value ranging from $10,000,000 to $25,000,000. Performance period is 224 calendar days, with liquidated damages at $4,620 per calendar day of delay.

A bid bond guarantee of 20 percent of bid price or $3,000,000, whichever is less, is required. Performance and payment bonds are required within 10 days of award. The contractor must perform at least 20 percent of the work with its own organization and maintain compliance with Corps of Engineers safety standards (EM 385-1-1), prevailing wage requirements, Buy American provisions for construction materials, and federal labor standards. Contract administration occurs through the Lafayette Area Office, with invoice submission to the U.S. Army Corps of Engineers Finance Center in Millington, Tennessee.

Amendment 0002, posted September 8, clarified that schedule adjustments—not equitable cost adjustments—apply to Government-directed work stoppages for bird nesting protection. Work hours are restricted to 6:00 a.m. to 9:00 p.m. Technical questions closed August 26. Six bids were received and opened September 11, ranging from $11,712,110 to $27,087,460.49.
