About this file

This document is a Standard Form 30 Amendment to Solicitation (Amendment 0002) for the Calcasieu River and Pass Dredged Material Management Plan, CDF-22 Degrading project, issued by W07D ENDIST N ORLEANS (USACE New Orleans District). The effective date is 08 SEP 2026, with solicitation number W912P826BA068, originally dated 13 AUG 2026. The amendment makes technical revisions to Section 01 57 20.01 12 (Environmental Specifications) and replaces drawings C-104 through C-109 with revised versions. Specifically, the amendment deletes the reference to the "Changes (FAR 52.243-4)" clause in paragraph 3.3.1.3 and replaces it with "Default (Fixed-Price Construction) (FAR 52.249-10)," clarifying that contractors will receive schedule adjustments rather than equitable cost adjustments for Government-directed environmental work stoppages related to bird nesting protection requirements.

The accompanying Bid Inquiry Contractor Report documents 44 contractor questions and Government responses addressing project execution details. Key topics include excavation quantity calculations (1,220,000 cubic yards estimated), payment based on average-end-area methods using contractor pre-grading surveys, Government review timelines of up to 30 days, material reuse requirements within disposal areas, clearing and grubbing scope (40 acres estimated), environmental compliance measures (bird nesting prevention, manatee protection), work hour restrictions (6:00 a.m. to 9:00 p.m.), and survey control access requirements. The Government confirmed that concurrent excavation/fill operations are permitted, no additional borrow material will be provided, all cleared debris must be removed offsite, GPS machine-controlled equipment is acceptable, and the 224-calendar-day contract performance period was developed considering adverse weather conditions. The bid opening date remains unchanged at 11 September 2026, 11:00 AM Local Time.

Comment Classification: Unclassified (U)

The Bidding Schedule identifies an estimated excavation quantity of 1,220,000 CY. Section 31 23 00 states that payment quantities will be determined by the Government using the average-end-area method based upon the Contractor's Pre-Grading Survey and actual final grade. Please confirm whether 1,220,000 CY represents the Government's current calculated estimate based on the March 2026 survey and contract grading limits. Please also provide the Government's quantity calculation, existing/proposed digital terrain models, cross-section quantity files, or other supporting earthwork quantity data used to establish the 1,220,000 CY bid quantity, if available.

On: Aug 25 2026.

Government Response. . The estimated excavation quantity of 1,220,000 CY identified in the Bidding Schedule

(CLIN 0001) represents the Government's estimate and is based on March 2026 survey.

However, the contract documents stipulate that the final payment quantity will not be based on this initial estimate.

Instead, the final paid quantity will be determined using the average-end-area method based upon the Contractor's pre-grading survey and the actual final grade. On: Sep 08 2026

The specifications indicate that grades shown on the drawings are prior to clearing and grubbing and that, following clearing and grubbing, the Contractor shall field verify the new grade elevations. This verification survey becomes the original survey for determining excavation quantities. Please confirm that the Contractor will be paid for the actual quantity calculated between the approved post-clearing Pre-Grading Survey and accepted final grade, regardless of whether the actual quantity is greater or less than the estimated 1,220,000 CY. Please also confirm that no excavation may begin until the Government has reviewed and accepted the Pre-Grading Survey that will establish the pay quantity baseline.

On: Aug 25 2026.

Government Response. . Yes, the contractor is paid on actual quantity calculated. No excavation may begin until the Pre-Grading Survey has been approved by the Government. On: Sep 08 2026 Current Request Status: Request Closed

Please identify the anticipated Government review period for the Pre-Grading Survey and clarify the procedure to be followed if the Government and Contractor disagree regarding the pre-grading surface, final surface, or calculated excavation quantity.

Please confirm whether a mutually accepted quantity surface or signed quantity computation will be established before excavation progresses beyond initial grading.

On: Aug 25 2026.

Government Response. . Review will be completed as soon as practicable, but the Government will be allowed up to 30 calendar days for review and return of each submittal.

If the contractor and the Contracting Officer cannot agree on the survey elevations, the Government's calculation will be provisionally used. If the contractor does not agree with the Government's computation, the "Disputes" clause of the contract can be invoked.

The process does not mandate that all excavation must cease until a initial quantity is signed off on; rather, it relies on the accepted pre-grade survey as the established starting point. On: Sep 08 2026

Comment Classification: Unclassified (U)

The contract requires excavated material generated by CDF-22 degradation to be used as fill, first within CDF-22 and then within FDDA-22, and prohibits borrow excavation outside the grading limits. If actual post-clearing survey quantities demonstrate that insufficient suitable material exists within the permitted excavation limits to bring all required areas to the specified grades and slopes, please identify the required procedure. Specifically, please confirm whether the Government would furnish additional borrow, authorize an outside borrow source by modification, revise the required grades, or otherwise adjust the work.

On: Aug 25 2026.

Government Response. . No additional borrow material will be provided. The contractor shall utilize all currently available material to bring CDF-22 to final grade first prior to placing material in FDDA-22. If the volume of available material is insufficient to achieve final grade across the entire site, the contractor shall bring as much of the site to final grade as possible using only the currently available borrow. Please identify whether any active or recently documented coastal bird, wading bird, pelican or eagle nesting areas presently exist within or near the CDF-22 project limits. Please provide the most recent environmental survey, nesting survey, USFWS coordination, or known exclusion-zone information applicable to the site.

On: Aug 25 2026.

Government Response. . There are no known active or recorded nests within the limits of CDF-22, and environmental surveys have thus far not been justifiable due to the absence of bird colonies. However, nesting colonies occur seasonally throughout south Louisiana and the spec is intended to inform the contractor that notifications and controls may be necessary should suspected nesting activity be observed during construction.
