About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has issued a Special Notice announcing its intent to sole source the procurement of one Caisson Wagon to Live Oak Plantation Combined Driving for $256,000 on a firm-fixed-price basis. This procurement action falls under simplified acquisition procedures authorized by Title 41 U.S.C. 1901(e)(2) and FAR 13.501(b)(1), which permits noncompetitive awards when circumstances deem only one source reasonably available. The Army has determined that sole sourcing is justified based on urgency and the unique requirements of the end-user, the Old Guard Caisson Detachment at Fort Myer. This Special Notice represents the official notification of the government's intent to award the contract without issuing a formal solicitation for this requirement.

The primary objective of this procurement is to acquire a replacement caisson wagon urgently needed to support the Old Guard's Congressionally mandated funeral mission at Arlington National Cemetery, where the detachment must conduct up to four funerals per day by the end of FY 2026. The government's justification notes that current 1917-era wagons are end-of-life and that previous market research revealed significant challenges in sourcing reliable caisson wagons from other sources. All responsible sources may submit capability statements, proposals, or quotations that must demonstrate clear and convincing evidence that competition would be advantageous to the government; questions regarding this notice must be submitted by 10 AM EST on December 1, 2025. Contractors should note that the government will not compensate for any information submitted and retains sole discretion to determine whether to proceed with competition. The Army intends to procure the remaining seven wagons needed through Other Transactional Authority to expand sourcing options, with delivery of this initial wagon required no later than January 31, 2026.
