About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Special Notice announcing its intent to negotiate a sole source, fixed-price contract with Cadre Research Labs, LLC for the procurement of one TopMatch-3D High-Capacity Imaging and Analysis System for Firearm Forensics. The contract opportunity is being distributed exclusively through the System for Awards Management (SAM.gov) website, with the procurement falling under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6640 for Laboratory Equipment and Supplies. The FBI is pursuing this acquisition under FAR 6.302-1, which allows for a single source procurement when no other suppliers can satisfy the agency's specific requirements. This notice serves as the only published communication regarding the contract opportunity and emphasizes the importance of careful review by potential contractors.

Interested parties are invited to submit a capability statement, proposal, or quotation demonstrating their potential to meet the FBI's needs, with all responses required to be emailed to Contracting Officer Adelle Bolton by 5:00 PM EST on March 24, 2025. Contractors must provide clear evidence that competition would be advantageous to the Government and include their Unique Entity ID (UEI) number and business size in their submission. While this is technically a sole source procurement, the FBI will consider any submitted responses that demonstrate competitive potential. Vendors must be registered in SAM.gov and ensure their company information is current and accurate, including TIN, EFT, UEI, addresses, and contact information. The Government retains sole discretion in determining whether to compete the proposed award, and no reimbursement will be provided for preparing capability information. Contractors should note that the information provided in the notice is subject to change and does not obligate the Government to solicit or award a contract.
