About this opportunity

The Department of the Army Arizona Army National Guard is seeking quotes for the disposal of hazardous explosive materials and military equipment at Morris Air National Guard Base in Tucson, Arizona, through solicitation W50S6S25Q0020. The contractor must inventory, label, pack, transport, and destroy CAD/PAD items including missile components, cartridges, initiators, and other military equipment classified under explosive divisions 1.3 and 1.4, requiring specialized hazardous cargo licensing and Arizona DOT compliance. Work must be performed at Building 41 during standard contract hours of 6:00 AM to 5:00 PM, with strict adherence to base security protocols, background checks, and environmental regulations. The government will evaluate quotes based on three factors: Price, Technical Capability, and Past Performance, intending to award a firm fixed-price purchase order without discussions. Questions were due by 1:00 PM Arizona Time on August 15, 2025, with government responses posted by 4:00 PM on August 19, 2025, and final quotes due by August 22, 2025.

This procurement is designated as a 100% small business set-aside under NAICS code 562112 (Hazardous Waste Collection) with a $47 million small business size standard, and no incumbent contractors are mentioned as this represents a new requirement. The disposal inventory includes numerous military items stored across multiple location codes (41A, 41C, 41E, 42A) with quantities ranging from 1 to 26 units per item, all requiring specialized handling due to their explosive classifications. The contractor must complete pickup within 45 days after receipt of order, though this timeline may be adjusted based on vendor quotes and lead times. Performance will occur exclusively at Morris ANG Base located at 1650 E Perimeter Way, Tucson, Arizona 85706, requiring the contractor to provide appropriate delivery vehicles, hazardous materials documentation, and destruction certificates upon completion. The solicitation includes prevailing wage requirements for Pima County workers and emphasizes the need for contractors to demonstrate technical understanding of solvent tank and aqueous washer servicing capabilities.
