About this opportunity
The United States Marine Corps is seeking sources to provide cadavers, handling services, and subject matter expertise to train its Personnel Retrieval and Processing (PRP) Company on realistic mortuary affairs operations. The key objectives are to prepare PRP Marines for combat missions and increase their experience level in recovering, processing, transporting, and storing/interring deceased individuals in a simulated combat environment. PRP Company is the Marine Corps only Mortuary Affairs Company, requiring specialized training not usually available through normal means. Military provided training is limited in the realm of casualties, relying on live persons acting as casualties, or training dummies; both of which only provides limited training value. The use of cadavers for training immediately and measurably increases any training value that is provided to mortuary affairs Marines ultimately preparing them for combat missions and increasing the experience level without overseas combat experience. This is the closest training available to a live scenario and may be the only experience the Marines have with realistic casualties before a deployment.
THIS IS SOURCES SOUGHT ONLY. This Sources Sought is issued soley for information and planning purposes; it does no constitute an Invitation for Bid (IFB) , Request for Proposal (RFP), Request for Quote (RFQ) or a promise to issue one in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised the the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to the RFI will be soley at the interested party's expense. Any information that the vendor considers proprietary should be clearly marked as such.
The Government may issue a competitive solicitation for this requirement. To recieve a contract award, the potential awardee must be registered with the System for Award (SAM) website (https://sam.gov) prior to award.
INDUSTRY QUESTIONS and SUBMISSIONS: No Phone calls will be accepted regarding this notice. ALL INDUSTRY QUESTIONS AND SUBMISSIONS shall be sent in writing via email to ethan.braun@usmc.mil & lizbeth.robles@usmc.mil. Responses to this notice should include responses to each of the following to the maximum extent practicable (verbal responses will not be accepted):
(1) Provide a primary point of contact for your organization to include phone number, e-mail address, CAGE Code.
(2) Provide vendor business size. Note responses to this notice will be used to determine the availability of small business socio-economic concerns in consideration of a small business set-aside.
(3) Is your company able to provide/complete the deliverables within the required delivery date? If not all deliverables, please identify which line items specifically. If not able to meet the requested delivery date of 7 Aug 2024, please provide the earliest date available for each line item if applicable.
(4) Provide an estimated price with rate details - an estimated price is not a formal quote and will be used by the Government for budgetary and market research purposes only. Feel free to provide daily/weekly/monthly rates if applicable. All line item pricing should inclusive of any associated costs including but not limited to: delivery/ pick-up, fuel, and fees.

A small Business is a firm not exceeding $40.0M average annual receipts. (3) Is your company able to provide/complete the deliverables within the required delivery date? If not all deliverables, please identify which line items specifically. If not able to meet the requested delivery date of July 6th 2024, please provide the earliest date available for each line item as applicable.
(4) Provide an estimated price with rate details - an estimated price is not a formal quote and will be used by the Government for budgetary and market research purposes only. Feel free to provide daily/weekly/monthly rates if applicable. All line item pricing should include cost of delivery & pick-up, fuel, and fees associated for that CLIN.
