PERFORMANCE WORK STATEMENT

FOR

MORTUARY AFFAIRS REALISTIC LANE TRAINING FOR PERSONNEL RETRIEVAL AND

PROCESSING (PRP) COMPANY

1.0 PURPOSE

The purpose of this contract service is to provide a training staff and training materials to PRP Company in support of Northern Strike-24.2, aboard Camp Grayling, MI.

2.0 BACKGROUND

PRP Company is the Marine Corps only Mortuary Affairs Company, requiring specialized training not usually available through normal means. Military provided training is limited in the realm of casualties, relying on live persons acting as casualties, or training dummies; both of which only provides limited training value. The use of cadavers for training immediately and measurably increases any training value that is provided to mortuary affairs Marines ultimately preparing them for combat missions and increasing the experience level without overseas combat experience. This is the closest training available to a live scenario and may be the only experience the Marines have with realistic casualties before a deployment.

3.0 SCOPE AND OBJECTIVES:

3.1 Support

• Support Marine Corps budget execution by providing cadavers for training.

• Provide training on the handling of cadavers and best practices.

• Provide Instructors to assist the training of Marines.

• Transportation of cadavers to training.

• Disposal of cadavers post training.

3.2 Objectives

Personnel will perform real world mortuary affairs operations like what they will experience during traumatic combat itself. Personnel will be able to recover, process, transport, and store/inter deceased individuals safely while operating in a simulated combat environment in accordance with Marine Corps Tasks (MCT).

4.0 GENERAL REQUIREMENTS

4.1 Applicable Directives.

• Revised Uniform Anatomical Gift Act (2006)

4.2 Required Knowledge and Experience.

• Mortuary affairs processes including roles, responsibilities, and processes of major players for acquisition, transportation, storage, and removal of cadavers.

• Experience and demonstrated expertise in performing recovery, processing, and recommending solutions to Marine Corps processing issues.

• Experience and demonstrated expertise supporting Marine Corps reporting and processing related to mortuary affairs.

5.0 SPECIFIC REQUIREMENTS

The Contractor shall provide the following support:

The Contractor is responsible for providing suitable technical and analytical expertise to support responsibilities delineated by activity. The Contractor shall ensure technical management and coordination of task activities and provide overall expertise for successful completion of each task area. The Contractor shall ensure the task areas are performed in an efficient, effective, and responsive manner. The Contractor shall coordinate task activities and serve as the overall expert for successful completion of this task initiative.

5.1 Task Areas

5.1.1. Provide Cadavers and Handling Services

• Provide briefing on the best practices for handling and incorporating NAMs during training (method of instruction and media is at the discretion of the of the Cadaver Handler).

• Be prepared to answer questions from training participants regarding handling of NAMs.

• Provide cadavers for training scenarios.

• Provide handler for the cadavers (delivery/removal, scenario prep, cadaver disposition variations, post-training clean-up).

5.1.2. Provide Direction and Feedback

• During and through the completion of lane training, provide direction as needed.

• Upon completion of lane training scenarios, provide feedback.

5.1.3. Provide Progress Briefings

• Provide daily progress briefings to the COR and Government Project Manager upon the completion of the day’s events.

6.0 PERFORMANCE STANDARDS

This is a Performance Based Contract in accordance with FAR 37.6. The Performance Work Statement provides specific requirements to accomplish the work, documenting the method of approach, analytical tools, and staff required. The Government shall monitor the Contractor's performance under this contract using quality assurance procedures developed by the Government known as a Quality Assurance Surveillance Plan. Typical procedures might include random sampling, checklists, inspections, and customer complaints. This is not an all-inclusive list.

7.0 PLACE AND PERIOD OF PERFORMANCE

7.1 Work efforts in support of this task effort will be accomplished at the training site.

Contractors are required to work in accordance with the provided training schedule (see 11.0).

7.2 The period of performance will be for a nine (9) day base period. Time/date subject to change as determined by the COR (ex. weather conditions).

8.0 TRANSPORTATION.

8.1 Contractor will travel to the training site (Camp Grayling, Grayling, MI) on training days.

8.2 Contractor will comply with Camp Grayling base access requirements. Access requirements include: provide the COR the Company Name(s), and driver/passenger(s) name(s) within one week of the contact award; be prepared to provide vehicle registration/rental agreement and proof of insurance each time entering the base; remain with military escort for the duration of the time on base.

9.0 KEY PERSONNEL.

9.1 The personnel specified below are essential to the work being performed under this contract. All personnel assigned to this contract under a specific labor category shall meet the specific minimum requirements of that category.

9.2 Key Personnel Minimum Requirements:

9.2.1 All contractor personnel must have advanced knowledge of training lanes and operation of essential equipment for transporting, preparing, and removing cadavers in relation to the training lanes.

9.2.2 Cadaver Handler: Must be compliant with the Revised Uniform Anatomical Gift Act (2006) regarding the acquisition, maintenance, transportation and distribution of cadavers; and must have expertise in proper transporting, handling, disposition preparation, and clean-up of cadavers.

9.3 Substitution of Personnel

9.3.1 General Provision. The Contractor agrees to assign to this contract those persons identified as personnel whose background and experience fit the description put forward in the contract and who are necessary to fulfill the requirements of this contract.

No substitutions of personnel shall be made except in accordance with this clause.

9.3.2 Request for Substitution. All requests for substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitution, a resume for the proposed substitute, and any other information requested by the Contracting officer. All proposed substitutes must have qualifications equal to or higher than the qualifications stated in the PWS. The Contracting Officer or his/her authorized representative will evaluate such requests and promptly notify the Contractor of his/her approval or disapproval thereof.

10.0 BILLETING AND FOOD. Contractors are responsible for their own billeting, food and beverages for the duration of the contract.
