About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to provide cadavers, perfusion services, and associated training accessories for Special Operations Command North (SOCNORTH) medical personnel. The solicitation requires delivering 8 cadavers and supporting equipment for medical training in extreme cold weather environments between 0°F and -40°F, specifically at Fort Wainwright and Eielson Air Force Base in Alaska. The contract will focus on training Independent Duty Corpsmen, Fleet Marine Force Corpsmen, and Special Operations Tactical Medics through both tabletop and dynamic training sessions. Proposals must be submitted electronically by January 8, 2025, with a best value evaluation approach that weighs technical and past performance significantly more important than cost. The technical proposals will be evaluated on a pass/fail basis, assessing the offeror's understanding of the Performance Work Statement (PWS) requirements and submitted personnel qualifications.
The contract opportunity is designated for total small business participation and will occur from February 15-20, 2025, with a requirement for contractors to provide fresh, never-frozen cadavers weighing 50-100kg that anatomically represent 18-50 year old service members. The place of performance is Eielson AFB, Alaska 99702, with training locations within three hours of Fairbanks. Contractors must provide their own transportation, refrigeration units, generators, and Arctic-suitable equipment, including two male and two female medical simulation mannequins. The wage determination establishes minimum hourly rates of $17.20 for covered workers, with additional health and welfare benefits. While specific award value is not disclosed, the NAICS code 611699 has a size standard of $16.5 million, indicating potential scale for qualified offerors. No security clearance is required, but contractors must comply with federal and state cadaver usage regulations and sign non-disclosure agreements.
