Performance Work Statement Special Operations Command North (SOCNORTH)

SOCNORTH Cadaver Training February 2025

1. BACKGROUND

1.1 Special Operations Command North (SOCNORTH) SHALL train Independent Duty Corpsmen (IDC), Fleet Marine Force Corpsman (FMF), Special Operations Tactical Medics (SOTMs) Special Operation Combat Medics (SOCMs), Special Operations Medical Sergeants (18D), SOF support troops, and other Special Operations Medical Providers and conventional support personnel. Perfused cadaver training gives the realistic model of human anatomy to train the medics and other SOF support personnel on Tactical Combat Casualty Care (TCCC), surgical procedures, and Prolonged Casualty Care (PCC).

2. OBJECTIVES

2.1 To deliver cadavers, perfusion services, and all required accessories in both controlled tabletop sessions and dynamic training in cold to extreme cold weather (0F to -40F) environments to provide SOCNORTH subordinate elements with the highest fidelity medical training available and enable cold weather pre-hospital medical training objectives.

3. SCOPE

3.1 Contractor will perform deliverables at various locations in the training area, and provide the personnel, management, and materials necessary to deliver SOCNORTH SOF medical support personnel Cadaver and high-fidelity mannequin training over the course of up to five (6) days of training consisting of no longer than 12 hours per day of cadaver training split into multiple daily training blocks.

4. REQUIREMENTS

4.1 The contractor SHALL provide the 8 cadavers and technicians to be determined at the task order level:

4.1.1 Training instruction will be provided by SOCNORTH Medical Personnel or contracted agents; and will consist of static and dynamic training consistent in meeting Tactical Combat Casualty Care, Austere Surgical Procedures standards and JTS clinical practice guidelines.

4.1.1.1 Static training for the purpose of this PWS consist of a fixed location and position of the cadavers that are provided with no intention of moving the cadaver to meet training objectives. This training is typically performed on a tabletop position and in a temperature-controlled environment.

4.1.1.2 Dynamic training for the purpose of this PWS will constitute the movement of the cadavers by students during the training scenarios. Movement includes but is not limited to; moving cadavers from a sitting position in a vehicle to the ground for treatment simulation, and the movement of a cadaver from a laying position to a litter for transport up to 100 yards to simulate medical evacuation.

4.1.1.2.1 Dynamic training may include transportation of the cadaver in a military emergency response vehicle or military rotary wing asset while providing medical care.

4.1.1.2.2 Accommodations or adaptations should be made by the contractor to ensure cadavers maintain a reasonable temperature (70-90F) throughout the training evolutions and to monitor this via invasive or non-invasive means.

4.1.2 All training evolutions, modalities, methods, and locations will be approved by the SOCNORTH Senior Medical Officer prior to start date.

4.1.3 All hired personnel outside of Special Operations Command North SHALL complete a locally controlled NDA prior to the start of fulfillment and deliverables.

4.2 The Contractor MUST provide cadaver perfusion services and services by cadaveric technicians trained in arterial and venous cannulation, wounding protocols, cadaver preparation protocols and hyper-realistic perfusion pump to simulate arterial trauma.

4.2.1 The perfusion technology MUST provide a functional circulatory system and cadaver rewarming capability in various controlled static and dynamic environments. The Technology MUST have the ability to provide continuous perfusion of the cadaver for a minimum of 12-hours without extensive swelling (third spacing) of the cadaver or loss of surgical and procedural landmarks.

4.2.2 The Cadaver MUST be perfused with fresh bovine or porcine blood substitute. No water or saline may be used.

4.2.3 The Contractor MUST provide sufficient fresh bovine or porcine blood substitute for each training evolution.

4.2.4 The perfusion system MUST provide the capability to support medical care training in the back of tactical vehicles or on approved evacuation platforms.

4.2.5 The contractor will be responsible of inducing wounds and injuries on the cadaver that facilitate medical training objectives and support education on clinical practice guidelines for treatment and evacuation protocols and support surgical intervention.

4.2.6 Perfusion technology MUST be portable to utilization during dynamic training. Should be able to rapidly be applied and turned on during breaks in movement.

4.2.7 The contractor MUST provide a one technician to cadaver ratio during the dynamic training.

4.2.8 The contractor MUST provide up to 12 hours of continuous dynamic monitoring per cadaver.

4.2.9 The contractor MUST be able to operate in Arctic conditions with the necessary clothing, sleeping bags, and food.

4.2.10 The contractor will be responsible for storage and proper disposition of cadavers.

4.2.11 The contractor MUST be able to have at least two portable generators for prolonged field care collection points.

4.2.12 The contractor MUST be able to operate at two different training locations and have the ability to self-transport staff.

4.3. The Contractor MUST provide fresh never frozen cadavers with anatomical similarity to service member population 18-50 years of age.

4.4. The Contractor provided bodies MUST NOT have a cause of death similar to metastatic cancer, abdominal aortic aneurysm, or other major deformative or infections disease patterns.

4.5. The Contractor MUST provide medical simulation products.

4.5.1. The medical simulation will have two Male and two female Adult Manikin that are

Advanced Life Support Capable with lifelike, feel, and flexible limbs.

4.6. To the extent applicable, the contractor MUST provide any restrictions or stipulations to the use of cadavers to the Government.

4.6.1. The Contractor MUST provide, transport, handle, maintain, service, and dispose/remove fresh cadaveric bodies in accordance with Federal law, State law, DoD training, and evaluation requirements.

4.6.2. The Contractor MUST provide plastic to cover litters, flooring, and vehicles.

4.6.3. The Contractor MUST provide pads to soak up excess pooling of fluids.

4.6.4. The Contractor MUST ensure ’s contemplated use and training is keeping with Federal law, State law and other authorities for which the cadavers are received.

4.6.5. Contractor MUST supply unmarked or inconspicuous mobile refrigeration (or warming capability) transportation and space to maintain, and store of all materials associated with preparing and perfusing the cadavers and blood.

4.6.6. Contract is responsible for movement of the refrigeration/ warming unit.

4.6.7. The contractor MUST provide serology documentation of fresh cadaver bodies in

Hepatitis B, Hepatitis C, HIV 1&2, and BioGX SARA-CoV-2 PCR Test (COVID-19).

4.6.8. Training will also address proper Army Cadaveric Policy and wounding protocols. The

Contractor MUST provide all necessary wounding instrumentation and perform injuries in accordance with DoD Cadaveric Use for Training Policy and Guidelines. The Contractor SHALL insure compliance with Revised Uniform Anatomical Gift Act (UAGA), drafted by the National Conference of Commissioners of Uniform State Laws, 2006.

4.6.9. Contractor will provide cadaveric tissue that is no less than 50 KGs in weight and MAY NOT be obese or exceed 100 KGs. The Contractor will provide perfusion with fresh bovine or porcine blood substitute. Water or saline product is not acceptable.

4.6.10. The contractor is responsible for removal and proper disposal of all training related waste material at a permitted site.

5. CONTRACTOR MANPOWER REPORTING

5.3. The contractor SHALL report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the SOCNORTH via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data SHALL be reported no later than October 31 of each calendar year, beginning with 2013. 6. SECURITY

5.1 Contractor SHALL establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

5.2 Contractor personnel do not require a security clearance.

5.3 The contractor is prohibited from all forms of media during the training.

5.4 The contractor SHALL sign an NDA before the fulfillment of training deliverables.

7. SAFETY

7.3. The Contractor and his/her hired employees SHALL be responsible for ensuring all safety driving requirements are adhered to.

7.4. The Contractor should consider road conditions when traveling.

7.5. The contractor should consider the extreme arctic conditions during training.

7.6. The Contractor is required to comply with force protection measures as directed by the US Government

Representative.

7.7. In addition, Contractor personnel SHALL comply with all Government regulations regarding security procedures, access lists, and safety procedures.
