About this opportunity
The Department of Homeland Security's Customs and Border Protection (CBP) has issued a Special Notice announcing its intent to negotiate a sole source award with RMS Electrical Services Inc. for cabling services at the CBP Baltimore Field Office Area Port of Washington, DC - Dulles. The procurement is being conducted under Federal Acquisition Regulation (FAR) 6.302-1, which allows for a sole source procurement when only one responsible source can satisfy agency requirements. The notice specifically relates to cabling installation in Cargo Building #5 at 23723 Airfreight Lane in Sterling, Virginia. RMS Electrical Services Inc. has been selected because they are the approved contractor for the Metropolitan Washington Airport Authority and are the preferred vendor of the building's lessor. The procurement falls under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors.
The primary objective of this Special Notice is to support CBP's Electronic Collection System II (ECS II) Point of Sale (POS) Modernization Project through the installation of 39 cat 6 data cables across two rooms in the cargo building. Interested parties who wish to submit information about their companies' capabilities must email the contract specialist at amoz.j.samuel@cbp.dhs.gov no later than 5:00 PM Eastern Time on April 10, 2025, with no phone calls accepted. The scope of work includes wall rough-in, firestopping, termination, testing, and labeling of cables, to be performed during normal business hours (Monday-Friday, 6am-2pm). Contractors must complete a site preparation visit within 14 days of award and undergo vendor employee vetting. While this is a sole source procurement primarily targeting RMS Electrical Services Inc., the notice provides an opportunity for other contractors to submit capability statements, though a competitive solicitation will not be issued.
