About this opportunity
The Drug Enforcement Administration issued a sole source justification notice on September 15, 2026 for a purchase order awarding Cable TV, Voice, Internet, and Static IP services to Comcast Cable Communications, LLC, with a response deadline of September 17, 2026 at 1:00 p.m. EST. This is a Total Small Business set-aside, though the sole source determination restricts competition to Comcast exclusively.
The DEA determined that only Comcast is reasonably available to serve the Seattle Field Division's operations across Washington and Oregon because existing DEA buildings have been wired exclusively for Comcast infrastructure and are incompatible with alternative vendors. Several leased buildings cannot be rewired without DEA expense, and lessors have contractually prohibited rewiring or modifications to introduce competing internet services. Market research confirmed that GSA pricing for these services would nearly double current Comcast costs, making alternative procurement economically disadvantageous.
The estimated firm-fixed-price purchase order is $38,999.52 with a recurring requirement. Performance runs from October 10, 2026 through October 25, 2027. The acquisition proceeds under FAR 13.106-3(b) as an open market purchase order, with FAR Part 12.3 commercial item provisions applied. The NAICS code is 517111 (Wired Telecommunications Carriers). Donita Hood, DEA contract specialist, is the point of contact at Donita.L.Hood@dea.gov. The Government reserves discretion to decline sole source award based on notice responses.
