The Department of the Army intends to solicit cable television (CATV) services, including equipment, installation, and maintenance, for its Huntsville, Alabama facility, with responses due November 4, 2026. No set-aside is used. Place of performance is 5000 Bradford Drive, Suite 150, Huntsville, AL 35805. The contract period runs January 10, 2027 through January 9, 2032, comprising one base year and four option years.
The contractor must supply all personnel, equipment, tools, materials, supervision, and infrastructure, including distribution systems, hardware, and software. Equipment must be Trade Agreement Act compliant, with TAA waivers obtained for non-compliant products where applicable. The contractor provides ten digital signal converter boxes with HDMI video output ports. Signal quality must support clear 1080p HD video and HD audio. The channel lineup must match what commercial and residential customers in the greater Huntsville area receive without premium access fees, including local, Continental US, and public access channels such as CSPAN. Maintenance and warranty coverage applies to all CATV equipment from installation through the contract period.
Service issues require a response within 4 hours during normal business hours. If service is not restored within 24 hours, the contractor notifies the Contracting Officer's Representative. Outages exceeding 24 hours trigger pro-rata credits at 1/30 of monthly billing per day.
Deliveries occur on business days only, with at least 72 hours' notice to Technical Representative Joshua Kilpatrick. The contractor is liable for building, grounds, or furnishing damage, and must submit a written damage report to the Contracting Officer within 24 hours. Personnel without appropriate security clearances must be escorted in restricted areas. No incumbent is named, and the notice lists no award value or industry engagement event.
