About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring one cable assembly (NSN 7H-6150-015613469, part number 218039741A) for repair or modification services. The item will be delivered to DLA Distribution in New Cumberland, Pennsylvania. This pre-solicitation notice contains conflicting information regarding the procurement approach - initially indicating the government has complete technical data rights with no restrictions that would support full and open competition, but later stating the government does not own the necessary data or rights and finds it uneconomical to acquire them. The notice is posted with a due date of August 7, 2025, and interested parties have 15 days to identify commercial item capabilities or 45 days to submit proposals if the government proceeds with sole source negotiations under FAR 6.302-1.

This procurement is designated as a 100% small business set-aside under FAR 52.219-6, with the specific type of small business set-aside to be determined in the final solicitation (potentially HUBZone, Service-Disabled Veteran-Owned, Women-Owned, or HBCU/MI). The quantity required is one unit, and all firms are required to include their CAGE code on solicitation requests. No incumbent contractors are specifically identified in the notice. The government has indicated it may proceed with sole source negotiations due to data rights limitations, though the contradictory nature of the technical data statements creates uncertainty about the actual competitive structure of this acquisition. The procurement falls under PSC category 6150 for Miscellaneous Electric Power and Distribution Equipment.
