The project encompasses three base bids and one option. Base Bid 1 requires a comprehensive fire system assessment and compliance review, including full inspection of fire sprinkler and alarm systems, camera inspection of compromised piping, identification of corrosion factors, and documentation of deficiencies with corrective action recommendations and an assessment report to USFWS. Base Bid 2 covers fire sprinkler system repairs including replacement of all deficient and corroded components, fire pump (UL/FM listed), treatment of specific conductance to reduce corrosion potential, hydrostatic testing at 200 psi for 2 hours, NFPA 25 verification, and certification of compliance with NFPA 13, 72, 25 standards and California Fire Code. Base Bid 3 addresses water system repairs including replacement of the smart-flow panel (UL 508A certified), conversion from constant operation to on-demand booster pump, installation of water level indicator with alarm system, treatment of specific conductance to 1600 SMCL, replacement of exterior hose bibs with lead-free components, and repair of backflow preventers and isolation valves. Option A requires replacement of restroom components including 2 non-flushing urinals, 4 electronic motion-sensing faucets with mechanical push-button units, and 3 automatic flush valves with manual pressure-assisted units. The contractor must comply with NFPA 13, 20, 25, 72; California Building, Plumbing, and Electrical Codes; AWWA M14; ASSE standards; and must prevent bi-metallic corrosion, ensure all potable water components are NSF certified, provide minimum 30-day notice for water shutdowns exceeding 48 hours, coordinate weekly construction meetings with documentation, and assume all permitting and testing responsibilities. Deliverables include a project schedule due 15 days from NTP, fire system acceptance testing and certification, bucket test results, water sampling results, meeting minutes, O&M manuals with warranties and complete parts lists, construction submittals, and staff training on system operation. The work is located approximately 10 miles from Los Banos, California, and contractor must notify the Contracting Officer Representative and Refuge Manager a minimum of 7 days prior to on-site arrival.

General Construction Requirements:
- Contractor shall provide minimum 30-day notice for any water system shutdowns lasting longer than 48-hours.
- Contractor shall us compliance with NFPA 13, 20, 25, 72; CBC, CPC, CEC; AWWA M14; ASSE standards; OSHA/Cal-OSHA; ADA/ABA.
- Contractor shall prevent the possibility of bi-metallic corrosion, provide insulating joints to prevent contact between dissimilar metals at the joint between adjacent sections of piping.
- All components that come contact with potable water must be NSF potable water safe.
- The contractor is responsible for repairing any new damage created by contractor during inspection or construction.
- Contractor shall coordinate weekly construction update meeting and provide photos, meeting agenda, schedule, and minutes.
- Contractor is responsible for any required permitting, domestic system pressure testing, and bacteriological sampling.
- The contractor will be responsible for verifying utility location, style, size, connections, back-flow prevention and working pressure.
- Contractor shall ensure no contaminants enter potable water system.
- Contractor shall provide electrical modifications, equipment, and labor to power system.
Base Bid –1: Fire System Assessment & Compliance Review
• Conduct full inspection of existing fire system, subject but not limited to fire sprinkler and fire alarm systems, tanks, generator etc.
• Camera through compromised piping, inspect/test valves, and other fire system equipment to identify components which need to be replaced.
• Identify factors contributing to the corrosion and propose methods to mitigate the issue.
• Document deficiencies, code deviations, equipment condition, water quality issues and corrective action recommendations.
• Identify model numbers, rating plates, pipe sizes, valve types, and electrical capabilities and details.
• Provide an Assessment Report to USFWS, allow up to 10 days for review. Upon receiving comments on proposed changes, the contractor shall schedule meeting with USFWS to review comments, responses, and to coordinate construction phase.
Base Bid – 2: Fire Sprinkler System Repairs
• Repair all deficiencies and corroded components, subject but not limited to; leaking or damaged piping, fittings, plates, hardware, housing/case, valves etc.
• Treat or reduce Specific Conductance (µS/cm) of water sitting on fire system components, to reduce to potential corrosion factor. Reference 2025 Consumer Confidence Report and Sampling Results attachments.
• Replace Fire pump (UL/FM Listed), horizontal split casing, and stuffing box.
• Provide jockey pump and NFPA 20-compliant trim if required.
• Provide inspection, testing, and certification of the building’s fire protection systems (sprinkler, fire pump, fire alarm, and related life‑safety systems) in accordance with NFPA standards and applicable California Fire Code (CFC) requirements. Contractor shall furnish a signed Certification of Compliance upon completion.
• Perform hydrostatic testing (200 psi, 2 hrs) and NFPA 25 verification, provide a report.
• Replace/repair faulty low water tamper sensor in storage tank (supervisory code error).
• Replace compromised suction/discharge pipping and isolation valves.
• Inform COR 5-10 calendar days or any limitations or unforeseen conditions which inhibit the successful completion of turnkey Fire system for the Visitor Center.
Base Bid – 3: Water System Repairs
• Replace Smart-flow panel (UL 508A system certification), must be compatible with connected equipment, and provide protection from pump cavitation and electrical surges. Provide booster pump dry-run protection interlocked with tank levels.
• Replace constant operation booster pump with on demand system that will turn off when not needed.
