About this opportunity

The Fish and Wildlife Service seeks collaborative evaluation design and implementation services for the SoCal Urban Wildlife Refuge Project at its San Diego National Wildlife Refuge Complex, with quotes due July 15, 2026 and requests for information due July 8, 2026. Place of performance is the San Diego National Wildlife Refuge Complex Headquarters in Chula Vista, California, with work conducted during standard business hours Monday through Friday. The contract is structured as firm fixed-price with three line items covering Evaluation Metrics, Framework, and Evaluation Plan (08/01/2026–07/31/2027); Participatory Evaluation Planning, In-Person Meetings, Partner Engagement, and Related Support (05/01/2026–02/01/2027); and Data Collection Implementation Support and Preliminary Baseline Report (05/01/2026–02/01/2027). All costs for labor, travel, materials, supplies, equipment, facilitation, analysis, reporting, and profit must be included in quoted prices.

The contractor must demonstrate a minimum ten years of progressively responsible professional experience in quantitative and qualitative research, program evaluation, and applied behavioral assessment for youth-focused initiatives, environmental education, and conservation engagement. Advanced expertise is required in multi-year evaluation plan design, survey development, focus groups, qualitative methodologies, culturally responsive evaluation practices, and Section 508 compliance. Key personnel must include a contract manager, alternate contract manager, lead evaluator, and facilitator.
