Technical acceptability is evaluated on a Pass/Fail basis requiring identification of the contract manager, alternate contract manager, lead evaluator, and facilitator; confirmation of addressing all four PWS task areas and delivering all required PWS deliverables; confirmation of capability to perform at the specified location within the one-year period of performance; and confirmation that quoted prices include all necessary costs and compliance with applicable federal requirements including public information collection, confidentiality, data management, Plain Writing, and Section 508 accessibility standards. Failure to meet any Pass/Fail criterion results in removal from consideration.

REQUIRED SUBMISSION DOCUMENTS
• SF-1449: Completed and signed
• Bid Schedule: Completed vendor information section and pricing for all CLINs.
• Technical Submission: Documentation demonstrating qualifications required by the Performance Work
Statement, including identification of the individual or team members proposed to perform the work and a brief summary of their qualifications. Full resumes are not required.
TECHNICAL EVALUATION - BEST VALUE
1. BEST VALUE TRADEOFF - PRICE FIRST
This acquisition uses a Best Value Tradeoff method in which price is the primary factor.
After ranking quotes from lowest to highest price, the Government will evaluate:
• Required Qualifications
• Technical Approach
• Relevant Experience
2. Technical Acceptability, Pass/Fail
Technical acceptability will be evaluated on a Pass/Fail basis. To receive a Pass rating, the offeror must submit a Technical Submission that:
• Identifies the proposed contract manager, alternate contract manager, lead evaluator, and facilitator.
• Addresses all four task areas in the Performance Work Statement.
• Confirms the offeror will provide all required Performance Work Statement deliverables.
• Confirms the offeror can perform at the identified place of performance and complete all work within the one-year period of performance.
• Confirms compliance with applicable public information collection, confidentiality, data management, Plain
Writing, Section 508 accessibility, and federal requirements identified in the Performance Work Statement.
• Confirms the quoted prices include all costs necessary to complete the Performance Work Statement unless otherwise specified.
Failure to provide the required technical information or meet all Pass/Fail criteria will result in a Fail rating and removal from further consideration.
