About this opportunity
The Department of the Interior Fish and Wildlife Service seeks firm-fixed price commercial monitoring services for three endangered or threatened avian species at two National Wildlife Refuges in San Diego County, California, with quotes due September 4 at 5:00 PM and an anticipated award date of September 14.
This procurement is a total small business set-aside designated for Women-Owned Small Business (WOSB), with an option for Economically Disadvantaged WOSB (EDWOSB). The NAICS code is 813312, Environment, Conservation and Wildlife Organizations, with a size standard of $19.5 million.
Place of performance is Tijuana Slough and San Diego Bay National Wildlife Refuges. The contractor must conduct biological monitoring of the endangered California least tern, the threatened western snowy plover, and the western gull-billed tern during the nesting season (approximately February 15 through September 30 annually). Contractor responsibilities include recording nesting pair arrivals, locating and marking nesting attempts via GPS or field maps, determining hatching success, banding and measuring chicks, documenting predation events, and submitting weekly reports and a comprehensive final report by October 30 each year.
Contractors must hold current State and Federal permits, be named on a Federal bird banding permit in good standing, acquire a National Wildlife Refuge Special Use Permit, and demonstrate at least five years of independent field season experience as a primary population monitor in mixed seabird nesting colonies hosting Larid species. The base contract covers one year with four optional one-year extensions. Evaluation factors include technical experience and capacity, technical approach, management plan with key personnel identification, past performance, and price, with technical capabilities and past performance weighted approximately equal to price. Submit quotes to Chelsea Devivo, contracting officer, at chelsea_devivo@ios.doi.gov.
