PERFORMANCE WORK STATEMENT (PWS)

Monitoring of Endangered California Least Tern (Sternula antillarum browni), Threatened Western Snowy Plover (Charadrius nivosus nivosis), and

Gull-billed Tern (Gelochelidon nilotica vanrossemi) Breeding Productivity at Tijuana Slough National Wildlife Refuge and San Diego Bay National Wildlife Refuge for the United States Fish and Wildlife Service

Part 1

General Information

1. GENERAL: This is a non-personnel services contract to provide Monitoring of Endangered California Least Tern (Sternula antillarum browni), Threatened Western Snowy Plover (Charadrius nivosus nivosus), and Gull-billed Tern (Gelochelidon nilotica vanrossemi) at Tijuana Slough National Wildlife Refuge and San Diego Bay National Wildlife Refuge for the United States Fish and Wildlife Service. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform biological monitoring of the nesting status, behavioral phenology, and productivity of the endangered California least tern, threatened western snowy plover, and the western subspecies of gull-billed tern, a California Species of Special Concern, at Tijuana Slough and San Diego Bay National Wildlife Refuges as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The U.S. Fish and Wildlife Service (USFWS) manages critical coastal habitats within the Tijuana Slough National Wildlife Refuge and San Diego Bay National Wildlife Refuge that support breeding populations of the federally endangered California least tern (Sternula antillarum browni), the federally threatened western snowy plover (Charadrius nivosus nivosus), and the gull-billed tern (Gelochelidon nilotica vanrossemi), a California Species of Special Concern.

These species have experienced population declines due to habitat loss, human disturbance, predation, and other environmental pressures. The refuges provide important nesting, foraging, and roosting habitat and are among the most significant sites for the conservation and recovery of these species in southern California.

Annual monitoring has been conducted for many years to document population status, nesting activity, reproductive success, habitat use, and threats affecting these species. Monitoring data are used to support Endangered Species Act compliance, refuge management, species recovery efforts, and adaptive conservation planning.

The USFWS requires continued monitoring of California least terns, western snowy plovers, and gull-billed terns to provide current information on population trends and breeding success, evaluate management actions, and ensure the long-term conservation of these sensitive coastal bird populations within the Refuge Complex.

1.3 Objectives: The purpose of this project is to support Refuge management by providing information that contributes to the recovery of two federally listed avian species and by monitoring a species of conservation concern to assess progress toward recovery objectives. The data collected also support the purposes of the respective Refuges by advancing threatened and endangered species recovery and providing habitat for native migratory birds. In addition, this monitoring identifies the locations of nesting birds on the levees within Socal Saltworks, enabling Refuge Managers to coordinate with Socal Saltworks personnel to conduct salt harvesting and water movement operations while minimizing impacts to nesting birds.

1.4 Scope: Biological monitoring of the nesting status, behavioral phenology, and productivity of the endangered California least tern, the threatened western snowy plover and the gull-billed tern at Tijuana Slough and San Diego Bay National Wildlife Refuges

Biological monitoring duties will include 1) record the arrival and territorial establishment of nesting pairs;

2) note evidence, dates and locations of initial nesting activity; 3) locate and mark all nesting attempts obtainable in the field, recording via GPS nest locations (for western snowy plover and gull-billed tern) or general field map locations (not GPS locations for each nest, to limit disturbance of the colony) for California least tern, for weekly submittal to refuge manager; 4) provide weekly pair number estimates; 5) provide weekly tally of all active and total nesting attempts; 6) determine and record hatching success estimates; 7) band and record weights and wing cord measurements of chicks; 8) note and notify Refuge Manager of any signs of predation; and 9) make other incidental observations that could be relevant to site management. Submitted weekly reports will be up to two pages maximum. Summary written final report to include all raw data generated in relation to the overall project shall be transmitted to Refuge Manager no later than October 30 of the applicable year.

Throughout the nesting season, the monitor will provide verbal communications to Refuge staff of field observations including numbers of nesting pairs, number of nests observed to date, predation, disturbance and other relevant information as applicable to assist in timely management response to changing field conditions in a given time frame.

Summary written final report to include all raw data generated in relation to the overall project shall be transmitted to Refuge Manager no later than October 30 of the applicable year. The summary report will include the following information as applicable: 1) estimate of highest concurrently active nests to provide a proxy estimate for nesting pairs for each species and Refuge; 2) date of initial nesting establishment and final chick hatching success and estimated fledging dates for each species; 3) nest locations and dates of nest initiation for each species; 4) weekly pair number estimates for each species; 5) total nesting attempts by each species; 6) estimates of hatching success for each species; 7) weights and wing cord measurements of chicks (as obtainable for California least tern, western snowy plover, and gull-billed tern; 8) banding information to include all submittals to the Bird Banding Lab; 9) predation observations both direct and indirect; and 10) incidental observations and recommendations on site management to be applied to future management planning activities as lessons learned.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year dependent upon specific nesting phenology during a given year field work would occur from approximately February 15 through September 30 and four (4) similar dated option years. The Period of Performance reads as follows:
